Description
Integrated Ethics Program The Department of Veterans Affairs Central Office (VACO), Washington, D.C., intends to award a contract on a sole source basis to the Center for Applied Ethics and Professional Practice of the Education Development Center, Inc. (EDC). For the past 20 months, EDC has worked with the National Center for Ethics in Health Care (Ethics Center) on the development of educational products to support the establishment of Integrated Ethics Programs (IEPs) at Veterans Health Administration (VHA) facilities across the nation. EDC applies their knowledge of health care ethics and, specifically, the IEP philosophy into the production of educational materials and curricula for health care professionals, for a diverse range of products. EDC provides advice regarding the design and development of materials and tools in multiple formats, including video, on-line modules, workshops, workbooks, and web design. It contributes to the development of strategies to help health care professionals deal with uncertainty and handle values-based conflicts. It develops products that focus VHA facility leaders on ways to systematically improve ethical health care practice. EDC has an established relationship with VHA staff in the field who have partnered with the Ethics Center in developing the IEP initiative. EDC’s superior specialized knowledge of health care ethics and curriculum design/development, combined with full understanding of VHA needs, and knowledge of this particular project are unique. The success of this national initiative requires the continued leadership of this contractor and a short time-line. The additional products must be completed by April 2005. The proposed contract action is for service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties with the capability to provide the required services should submit a capability statement to the Contracting Officer within fifteen (15) calendar days after initial publication of this notice.
