Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is NOT small business set-aside and the NAICS code is 611310. It is the intent of the National Library of Medicine (NLM) to procure digitization services for Classical medical texts in Greek, Latin, and in English translation on a sole source basis from The University of Missouri-Kansas City (UMKC). The data created by UMKC will be mounted on the website of The History of Medicine Division of The National Library of Medicine and The Perseus Project of Tufts University. Each word in the Greek and Latin texts must be indexed so that it can be searched across the other texts on the Perseus Project database, and definitions will thus be available for each word from an online version of standard Greek and Latin lexicons. Each text must be thoroughly edited against the original printed version by experts in the fields of Classical Greek and Roman language and literature. The Greek texts must be made available to users in nine different encoding schemes, ranging from Latin transliteration to Unicode (UTF-8) with pre-combined accents. The project entails: 1) obtaining electronic versions of Classical Greek, Latin, and English (or French, if English is not available) translations of Classical medical works, entered by keyboard if necessary; 2) editing the electronic text against paper copies of the texts; 3) marking up the text to produce TEI-encoded XML versions, which can be used by Perseus and NLM to mount in searchable and displayable form on the World Wide Web. UMKC is the only known source capable of providing the digitization services noted above. The project will be managed by Jeffrey Rydberg-Cox, Assistant Professor of Classical Studies at the University of Missouri-Kansas City. Dr. Rydberg-Cox holds a Ph.D. in Classics from the University of Chicago and has served as Assistant Editor for Language and Lexicography, The Perseus Project, Tufts University, since 1998. In the latter capacity, he edited and marked up electronic texts in Classical Greek and Latin to the specifications of the Perseus Project and designed and implemented new applications for mounting Classical texts on the Internet. EVALUATION CRITERIA: The technical proposal will receive paramount consideration over price or cost factors. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the Statement of Work. Offerors must submit information sufficient to allow the NLM to evaluate the following criteria for award. Criterion A: (50 points) - Vendor must have at least 5 years experience creating, editing, and mounting searchable electronic Classical Greek and Latin texts on the Internet, including designing and implementing schemes to mark up the text using TEI-encoding and XML. Criterion B: (50 points) - Vendor must have a project manager with Ph.D. in Classics from a highly rated academic program with fluent reading ability in Classical Greek and Latin. The project manager must also have experience editing translations of such texts into English and supervising editors of such texts. This requirement is for a base year with options for three (3) successive one-year periods. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by NLM. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All proposals received within 15 days from the date of publication of this synopsis will be considered by NLM.
