Description
The Bureau of Labor Statistics recently released Business Employment Dynamics (BED) which contains establishment births, closures, contractions and expansions (http://www.bls.gov/bdm/home.htm) and the employment changes by these establishment categories. BLS plans on shortly having the information available for states, industries and establishment size. Current data available is establishment (business location) based, not firm based, so methods to develop a small business angle for the research will be necessary. The data is quarterly going back to 1992 and is available with about a nine month delay. This data is an improvement over currently available data in that it is quarterly and available with a lag of only 9 months. These improvements open up interesting timely research angles. Considering there are few variables associated with the data, other data sources will most likely need to be utilized in research topics. The Office of Advocacy is interested in industrial organization topics using the BED data. Potential topics include but are not limited to: the impact of business turnover on the business cycle (and vice versa), the relationship of establishment births and deaths to economic growth, etc. The possibility exists to obtain special tabulations from the Bureau of Labor Statistics; however costs will be borne by the contractor (and thus should be included in the proposal). If special tabulations are needed to conduct the research stated in the proposal, the proposal will need to attest that the Bureau of Labor Statistics is willing to create these special tabulations The duration of this project will be 12 months from the date of award. The Solicitation document will be posted 6/8/2004. No other documents will be issued. THIS IS A 100% SMALL BUSINESS SET A-SIDE. NOTE: THIS NOTICE WAS NOT POSTED TO WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (03-JUN-2004); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE. PLEASE CONTACT fbo.support@gsa.gov REGARDING THIS ISSUE.
