Description

The Office of Advocacy seeks proposals for research that would retrospectively examine the costs of one Federal rule on industry, with a particular emphasis on the accuracy of the agency’s estimates of the costs to small business as disclosed in the Final Regulatory Flexibility Analyses accompanying the publication of the final rule. The rule should be a rule that the Office of Advocacy has commented on, and have a commensurate amount of analysis for the study to be conducted. The analysis should focus on industries that were particularly affected by the rules. Proposals should include detailed information on empirical methodology, data sources, and hypotheses to be tested. A detailed description of steps to be taken to ensure that the research focuses solely on the effects of the above regulations on the affected industries must be included. The duration of this project will be 12 months from the date of award. The Solicitation document will be posted 6/8/2004. No other documents will be issued. THIS IS A 100% SMALL BUSINESS SET A-SIDE.
