Description
Small business owners are interested in selling their products or services to the government. In many instances, small business owners are interested in stepping in and performing functions previously under the tutelage of the Federal government. Government outsourcing is governed by at least two important documents: The Office of Management and Budget (OMB) Circular No. A-76 and Federal Activities Inventory Reform Act of 1998 (PL 105-270). These sources may shed light on the impact of government outsourcing on small business. For the period 1999-present, for example, are small businesses winning these contracts? What types of work is being outsourced? Is there a trend showing that the outsourced work is being bundled? To what extent, in terms of percentage of total expenditures, has the federal government outsourced to the private sector? The proposed research should address such issues, but the list presented here is not exhaustive. This research should include the background information of government outsourcing, literature review of outsourcing history and data information. . NOTE: The Solicitation document will be posted on FEDBIZOPS June 8, 2004. No other documents will be issued. Provide four (4) copies of your price and technical data. The duration of this project will be 12 months from the date of award . The latter must be packaged separately. THIS IS A 100% SMALL BUSINESS SET A-SIDE.
