Description

Primary Point of Contact for this project is Barbara J. Zimmer, (817) 886-1052, Barbara.J.Zimmer@swf02.usace.army.mil W9126G-04-R-0028, Replace Family Housing Dyess Air Force Base, Abilene, Texas. Design/Construction of Single Family and Duplex Units. Project consists of variously configured 3 and 4 bedroom, one-story units with 2 car garage, conventional constructio n, on-site built ; Demolition of existing housing units, including abatement, handling, and disposal of hazardous waste products; heating, central air, all equipment and appliances, smoke detectors, telephones, and cable/satellite TV will be included. Su pporting facilities include, driveways; roadways; sidewalks, landscaping, storm drainage, street lighting, utilities and recreational areas. Estimated value range is between $25,000,000 and $50,000,000. The plans and specifications will be placed on Com pact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government re serves the right to use ONLY the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or do wnload this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. All offerors are encouraged to visit the Armys Single Face to Industry website at http://acquisiti on.army.mil/default.htm to view other business opportunities. This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are solicited. Proposal from large business firms must comply with FAR Clause 52.219-9 regarding the requir ement for submission of a Subcontracting Plan. The Fort Worth District Subcontracting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 57.2%; Small Disadvantaged Busi ness, 10.0%; Women-Owned Small Business, 10.0%, Service-Disabled Veteran-Owned Small Business, 3.0;; and HUB Zone Small Business, 3.0%. The North American Industrial Classification System (NAICS) Code applicable to this project is 236115, Commercial and I nstitutional Building Construction, which corresponds to SIC Code 1521. The Small Business Size Standard is $28.5 Million. Solicitation to be issued on or about 21 June 2004. Proposals due on or about 21 July 2004. Duration of the project is approximat ely 600 calendar days. Offerors must be registered with the Central Contractor Registration (CCR), in order to receive a government contract award.
