- The U.S. Fish and Wildlife Service, a bureau of the Department of the Interior, announces a nationwide competitive sourcing standard competition. The occupational series WG-5048 Animal Caretaker function is the activity being competed. The incumbent service provider consists of approximately 106 government personnel performing the activity at approximately 29 locations. Locations studied will include, in the State of Washington, Carson, Winthrop, Cook, Quilcene, Quinault, Underwood, and Neah Bay. In Idaho, locations are Ahsahka, Hagerman, and Kooskia. In Tennessee, locations are Celina and Erwin. In Arkansas, Heber Springs, Mammoth Spring, and Mountain Home. The remainig locations will be included in the solicitation. The official start date of this competition is the date that this notice is published in FedBizOpps, and the projected end date of the competition is 12 months from this date, or on or about June 2, 2005. The Department of the Interior Competitive Sourcing Official (CSO) is P. Lynn Scarlett, Assistant Secretary, Policy, Management and Budget. The Agency Tender Official (ATO) is Rick Nehrling, Region 4 Program Supervisor for Fisheries. The Contracting Officer is David L. Morgan (david_L_morgan@fws.gov). A draft solicitation will be issued for comments from industry and available at http://ideasec.nbc.gov approximately June 18, 2004. To obtain a copy of the solicitation, potential offerors are requested to visit the NBC site referenced above. The due date for comments on the draft will be due approximately three weeks after issuance. A full solicitation will be issued in mid-July with a due date of January 19, 2005. The solicitation will contain a transition period and a one-year base period of performance with four one-year options. No information will be made available until the draft is released.
