- PURPOSE OF RFI The purpose of this RFI is to identify existing systems and solutions to utilize the Government Smart Card (GSC) platform. This is not a request for proposal (RFP). We are looking for information regarding the types of solutions and services available on a national scale. The FPS is looking to define and identify open architecture systems and technical solutions capable of meeting the project's functional requirements. GENERAL DESCRIPTION To provide the government with an integrated process for employees to identify and authenticate themselves, before being given access to government systems, and facilities all within a secure process. For those areas with more discerning security needs, the use of digital signatures and/or biometrics may be used to provide additional security for access control or other forms of electronic transactions. BACKGROUND The Federal Protective Service has been designated to provide physical security protection at all Federal Buildings. This encompasses approximately 13,000 GSA owned or leased locations in the U.S. These buildings are located throughout the United States and its territories. A large portion of these existing locations have physical Access Control (AC) systems, however, the systems are not connected to one existing card AC system that uses the existing GSA Global/Wide/Local Area Network (G/W/LAN). Each of these systems will need to have an interface panel installed and have assigned/static TCP/IP addresses assigned for the control panels in each location. The systems must work in conjunction with the facilities contract security officer guard services that physically inspect and observe building entry. CURRENT AND PROJECTED PHYSICAL ACCESS CONTROL SYSTEMS FPS intends to adopt a multi-application Smart Card (SC) that will support a broad range of Government-wide and agency-specific services such as personal identification, property accountability, physical and logical network access, and other administrative functions. The national SC program must meet the current requirements of the Government Smart Card (GSC) Interoperability Specifications (IS). The supplied Computer server for this project shall be mirrored and located in two of the four Mega Centers (MC) with real time connectivity to the other two MC servers. These 4 MCs then serve FPS and their districts in supporting the Federal Community. A TCP/IP address and an Ethernet connection (to the GSA and/or DHS G/W/LAN) will be provided by the government to all these locations. The system shall incorporate as much of the existing technology or legacy systems, in whole or part as is feasible for a successful project. (E.g.: Incorporate the use of existing Motorola Indala card readers and Motorola ASP cards, HiD, etc., but eventually all legacy systems will be upgraded to incorporate or be replaced by the GSC Initiative. The solution shall integrate all existing cardholder profiles, as they exist at the time of installation to the government's Human Resources (HR) pre-populated database. Connection between readers, data gathering panels, smart panels and server, which use the G/W/LAN, shall be encrypted and alarmed to ensure secure system integrity. The central card management system (CCMS) shall allow multiple Domain administrators, each controlling members of their own Domain but not members of other Domains. Each Domain administrator shall be able to create reports, view statistics and have full administrative rights to their respective domains. The CCMS will also allow for setting of multiple levels of security. For example: restricting nonessential personnel during times of emergencies.
