Description
Description: The U.S. Research, Development and Engineering Command, (RDECOM) – Armament, Research, Development and Engineering Center (ARDEC), Picatinny, New Jersey, 07806-5000, is currently seeking qualified sources with the capability of retrofitting an existing, obsolescent 55 ton press to meet current performance and safety standards. The contractor shall disassemble and transport the existing 55 ton ram press and power unit located at Picatinny Arsenal to the contractor’s facility. The contractor shall retrofit the press in accordance with the technical requirements: of Contract DAAE30-02-M-1335, 02 July 2001 (contract can be viewed at http://procnet.pica.army.mil). The contractor shall clean the power unit and retrofit the unit with high performance proportional valves for suitable pressure and velocity control. The contractor shall install a complete new control system compatible with the control systems on ARDEC’s existing 190 ton and 420 ton presses. The control system will consist of an Allen-Bradley Programmable Logic Controller (PLC) (or equivalent) and a computer based graphic user interface (GUI) to operate the press. The GUI shall be capable of performing press ram hydraulic motion controller status monitoring and tuning. A modem shall be provided in the PLC control system for remote monitoring and troubleshooting. The GUI shall have a fault display to provide operator alerts of press faults. The GUI shall be capable of monitoring faults from external equipment using interface hardware to be installed by the government as required. The GUI and PLC shall communicate by Ethernet. The control system shall have the ability to synchronize the opposed press rams during the compacting phase of the press cycle. This capability shall allow the press rams to compact equally until the preset tonnage limit is achieved. The press controller shall also be capable of being configured to electronically gear the press rams’ motion. The contractor shall replace the existing analog press position transducers on the 55 ton press with digital position transducers. The contractor shall provide a duplicate remote operator’s panel for the press. The contractor shall test and proveout the refurbished press at his facility and transport the press to Picatinny Arsenal, install and proveout the press at the destination site. Laws and Regulations. The Contractor will report in accordance with DI-SAFT- 81563 immediately any major accident/incident (including fire) resulting in any one or more of the following: Causing one or more fatalities, or one or more disabling injuries; Damage of Government property exceeding $10,000.00; Affecting program planning or production schedules; Degrading the safety of equipment under contract, such that personal injury or property damage may be involved; Identifying a potential hazard requiring corrective action. The contractor will prepare the report in accordance with DI-SAFT-81563 for each incident in accordance with the CDRL. Interested firms should submit literature/brochures not exceeding twenty (20) pages describing their technical capabilities and specifically address the requirements listed above in response to the aforementioned criteria. It is currently the intention of RDECOM-ARDEC to issue a sole-source award to Erie Press Systems, 1253 West 12th St., Erie, Pennsylvania 16512. This is a market survey not a pre-solicitation notice. There is no formal solicitation available at this time. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.
