Description
The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service, National Geophysical Data Center (NGDC) proposes to negotiate on a sole source basis with Earth Data Network for Education and Scientific Exchange (EDNES) for development, enhancement of, and international mirroring for NGDC's Space Physics Interactive Data Resource (SPIDR). This is an international data mirroring project with EDNES and the World Data Center for solar terrestrial physics Moscow. EDNES developed a prototype system for distributed access and storage of the SPIDR data a well as automated mirroring between international sites. The current project enhances that archive by extending it to handle additional data and integrating it with SPIDR technology already in place at NGDC and other sites. Development on this project will include: 1) Enhancement of the SPIDR infrastructure; 2) Support for remote mirror sites including China; 3) The collection and addition of new international solar terrestrial data sets to support the SPIDR; 4) Installation of updates and patches; and 5) management of the international development teams. Because EDNES is upgrading and extending its own product, this notice is for information purposes only. ****NO SOLICITATION IS AVAILABLE. Any responses to this notice will be evaluated solely to determine whether or not a commercial item (FAR Part 12) competitive procurement would be in the best interest of the Government.
