Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This solicitation, FA3047-04-T-0028, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16. The associated North American Industry Classification System (NAICS) is 811310 and the small business size is $6.0 million. The Government intends to negotiate a sole source purchase order with MGR Equipment Corp, Inwood, NY. Item 0001 is to provide tear down and quote for 10 each C5A refrigerators, manufactured by MGR, Part Number #EGR-74-434. Item 0002 will include repair/upgrade for 10 each C5A refrigerators, manufactured by MGR, Part Number #EGR-74-434 which changes Freon system to 134a type Freon (replacing motor/compressor); replacing doors, installing re-circulating fans, trays, and shelves; performing minor repairs; and will include the shipment from the repair facility. The statutory authority for this requirement is 10 USC 2304(1). This will be a firm-fixed price contract. Performance period not to exceed 120 days after date of award. Quotes shall address all requirements in this combined synopsis/solicitation and shall provide clear evidence of understanding and ability and willingness to comply with the Government’s specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need or the offerors taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible quote whose offer conforming to this synopsis/solicitation shall be advantageous to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) subpart13.106-2, Evaluation of Quotations. All vendors are to include with their quotes a completed copy of provisions 52.212-3, Offeror Representations and Certifications-Commercial Items, which may be downloaded from www.arnet.gov. Ms Algueseva’s telephone number is (210) 671-1756, and her e-mail address is yvonne.algueseva@lackland.af.mil. STATEMENT OF WORK FOR THE C-5A REFRIGERATOR REPAIR. 1. SCOPE OF WORK. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services required for the repairing of the C5A refrigerators. Contractor shall price quote by refrigerator serial number and request approval for repair. A copy of the invoice of repair items will be sent with the return of the refrigerator. 2. WORK SITE. All work related to this process will comply with all local State and Federal guidelines. 3. SPECIFIC TASK. Contractor shall upgrade refrigerator to 134A Freon, replace door, install re-circulating fan, trays and shelving and do minor repairs if needed. All refrigerators will be tracked by serial number. Repair quotes will be submitted by refrigerator serial number prior to any repair work. Each refrigerator will be priced individually. 3.1. Contractor shall invoice monthly all repairs by refrigerator serial number. The invoice will contain at a minimum, number of refrigerators repaired by serial number, parts for each refrigerator and cost, labor cost, and shipping cost. 4. QUALITY ASSURANCE. The Government retains the right to refuse any refrigerator that does not operate properly, is damaged and considered unserviceable and will be returned at contractor expense for correction with no further repair expense to the Government.
