Description
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format listed in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Propos als are being requested for solicitation number W9133NEXPERT. The NAICs code for this acquisition is 541618 and the SIC code is 8742. AWARD SHALL BE BASED ON AN ALL OR NONE QUOTE(RFQ). The solicitation will be a GSA set-aside. Request GSA quotes only. The Government will award a contract to the responsible offeror whose offer is conforming to the solicitation and wil l be most advantageous to the Government. The Government shall not be obligated to pay for any information developed and/or furnished by potential sources in response to this notice.STATEMENT OF WORK Title: Organizational Support Services to the National Guard Bureau J5/7 and J1. 1. Period of Performance. 03 December 2003 through 30 April 2004. Period of performance shall end when the quantity of hours ordered have been expended, or when the above date is reached, whichever comes first, unless sooner modified by the Contracting Officer. 2. Management Overview. One of the missions of the NGB is to develop, promulgate and implement policy, plans and strategy related to expeditionary war fighting, peacetime international engagement and the federal and state homeland defense and civil suppo rt missions of the National Guard. Another of the missions of the NGB is to develop, document and conduct manpower staffing studies associated with the Joint Table of Distribution of the National Guard Bureau and the 54 states, territories, and the Distri ct of Columbia. 3. Place of Performance. Performance of this contract is on-site at the offices of the National Guard Bureau or at other locations within the United States. 4. Background. The mission of the NGB-J5/7 is to assist in the developing, promulgating and implementation of policy, plans, concepts and strategy related to war fighting, peacetime international activities and the federal and state homeland security and civil support missions of the National Guard/National Guard Bureau. Represent the Chief, NGB (CNGB) in DOD, international, interagency, intergovernmental and non-governmental forums. Act as the CNGB channel of communications on all J5/7 issues. Coordi nate with OSD, the CJCS/Joint Staff, the Combatant Commands, the Services, the states/territories, and others as appropriate. Advise and assist the CNGB with joint and combined/multinational training/exercises, joint doctrine, interoperability, deliberate and programmatic planning matters. In addition, one of the missions of the NGB-J1 is to develop, document and maintain the Joint Table of Distributi on of the National Guard Bureau and the 54 states, territories, and the District of Columbia. In addition they must conduct manpower staffing studies associated with organization to validate the positions within the Joint Table of Distribution. 5. Scope. The primary scope of this contract is to perform the below listed tasks using information technology based methods, procedures and models, special projects/studies, information technology support, business process reengineering, workflow improv ement, administration and training and exercise support. These efforts also consist of providing development, coordination, assistance and support as required in the tasks. Hardware/software, expendable items, and any other materials and/or equipment req uired to support the missions and goals of the NGB in support of the listed tasks must be coordinated with the Contracting Officer’s Representative (COR). 6. Major Tasks. The contractor shall perform work to support the following major tasks and related supporting work required for the accomplishment of these tasks, as assigned. This list of tasks is not in priority order, and may include: Task 1: Develop, coordinate and track future joint force structure initiatives in order to develop recommendations to the National Guard leadership on National Guard joint force requirements necessary to meet National Security Strategies and National Military Stra tegies. Task 2: Conduct long-range force and joint force transformation planning for the National Guard to meet Federal and State mission requirements. Coordinate with the various States, Territories and the District of Columbia to maintain a database of state mission re quirements. Task 3: Coordinate and assist the National Guard Service Staffs in modernizing the Mobilization/Demobilization Processes and Systems along the lines of the Train/Alert/Deploy Model or a modification of that model that meets the needs of both the services, the Depa rtment of Defense and the National Guard. Task 4: Participate in and support various studies that include Reserve Component Employment Study, Quadrennial Defense Review, Base Realignment and Closure, Chief, National Guard Bureau Joint Vision, National Guard transformation and other studies as required. Task 5: Develop plans, policy and programs which ensure the National Guard is part of and influences joint, interagency and intergovernmental exercises, joint training and joint doctrine. Task 6: Develop operational and strategic level joint war fighting concepts and doctrine to maximize efficiencies of utilization of the national force structure. Task 7: Provide support to and assist with the development and/or review of concept plans, transition plans, campaign plans and other actions required to move the National Guard Bureau to a recognized joint organization. Task 8: Provide support to and assist with the development and/or review of concept plans, transition plans, campaign plans and other actions required to move the States, Territories and the District of Columbia headquarters to recognized joint organizations. Task 9: Provide such additional support as may be required to facilitate mission accomplishment to include direct support to the COR in conducting analyses, developing drafts of documents, design and development of databases, special studies and other support task s that are directly related to the overall goals and mission of the NGB Joint Staff. Task 10: Coordinate with all staff elements to maintain and update the National Guard Bureau Memorandum 10-5/38-101. Task 11: Provide support to the J1 to establish and maintain the Joint Manpower Document, Joint Table of Distribution and the Joint Table of Mobilization Distribution for the Joint Staff of National Guard Bureau. Coordinate with the Army National Guard, Air Nation al Guard, and Civilian Personnel Management to track the Joint Staff requirements, authorizations and personnel assignments. Develop and maintain a database that contains, but is not limited to, the Joint Table of Distribution, the Joint Table of Mobilization Distribution and Position Descriptions for each position. Task 12: Provide support to the J1 to establish and maintain the Joint Manpower Document, Joint Table of Distribution and the Joint Table of Mobilization Distribution for the States, Territories and the District of Columbia. Coordinate with the Army National Guard and the Air National Guard to account for Joint Force Headquarters - State requirements and authorizations. Develop and maintain a database the contains, but is not limited to, the Joint Table of Distribution and the Joint Table of Mobilization Distribut ion for each of the States, Territories and the District of Columbia. Task 13: Provide support to the J1 for the conduct of management engineering studies. Task 14: Develop, establish and maintain a database of all Army National Guard and Air National Guard retired Lieutenant Generals, Major Generals, Brigadier Generals, Colonels, Lieutenants Colonels, Chief Warrant Officers 5, Sergeants Major and Chief Master Sergean ts from the Title 10 Program. The database is to be built to maintain the types of experience that each individual has. Initially the database will consist of those retiring 90 days after the start of this task order, with the intent of capturing those t hat have retired after 1 January 2003. In addition, individuals may be included that have only Title 32 experience in other areas of expertise that may be needed. The intent of the database is to have “on call” retired personnel that can work o n short-term specific projects based on the needs of the National Guard. 7. Government Furnished Support. The Government shall provide appropriate data and other information for use by the contractor. For contractor personnel assigned to the client-site, the Government shall provide access to Government computers for the pur pose of obtaining data, installing spreadsheets and other local subroutines and software developed for this contract, development of training and training data, and use in training system support. All data and software developed for this work shall become the property of the Government. Government furnished equipment is required. Any equipment purchased under this contract by the contractor shall become the property of the Government upon completion of the contract. Government furnished support (equipment) relates to contractors who work at the Government site. Government furnished equipment means that contractors who work at the Government site use tools such as computers, copy machines, fax machines, and telephones that are the property of the government, thereby reducing costs to the government by not having the contractor charge for use of such tools that are owned by the contractor. It is cost effective and advantageous to the government to provide such governme nt furnished support. 8. Security Clearances. Contractor personnel under this contract having access to classified information must have as a minimum a security clearance of Secret. Contractor personnel not having/needing access to classified information must have a backgrou nd check by an approved organization. 9. Control Procedures. Tasking Requirements. The contractor’s Program Manager shall discuss and plan workload and job scheduling priorities with the COR. The COR will be responsible for assigned requirements and provide clarification/guidance to the contractor to meet the mission. There will be no direct supervision of the contractor’s employees by the Government Representative. The Contractor’s Program Manager shall also ensure that contractor employees are aware of, and understand and abide by, the Government agency’s rules, regulations and practices. In Process Reviews. The contractor will be required to meet, as required, with the NGB COR to review activities and progress. Travel. Travel requirements will be identified as they pertain to specific tasking. All travel shall comply with FTR/JTR. Reimbursement for local travel (50-mile radius) is not authorized. 10. Deliverables. Event Time In-process Reviews As required Monthly Progress Reports Monthly Other Milestones and deliverables will be identified with tasking to perform specific tasks as required.
