- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with the additional information included in this notice and the requested Statement of Work (SOW) and using the Simplified Acquisition Procedures In Accordance With (IAW) FAR part 13. The government is contemplating award of a Requirements Contract with a one-year period of performance, for Data Collection and Tariff Analysis, for the Defense Logistics Agency, Defense Energy Support Center, Installation Support Division, Electricity Program at Fort Belvoir, VA. Primary locations are Michigan, Ohio, Texas, Virginia, District of Columbia, Montana and Illinois. This announcement constitutes the only solicitation. Proposals are being requested and interested offerors are directed to DESC?s website at www.desc.dla.mil to access. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be access in full text at these addresses: www.arnet.gov/far or http://farsite.hill.af.mil. This is a 100% Small Business Set Aside. Large businesses may not offer. The NAICS code is 541690. The size standard is $6.0 Million Dollars. The point of contact for Small Business affairs is Kathy Williams (703) 767-9465. DESC request responses from qualified sources capable of providing the Data Collection and Tariff Analysis services as outlined in the RFP SP0600-04-R-0099 attachment, which contains the Schedule (Contract Line Items (CLINs) Statement of Work, Technical Requirements, and Clauses/Addendum. This acquisition will be evaluated on a trade off, technically acceptable basis utilizing the Performance-Price Trade-off Source Selection technique to arrive at an award decision. Offerors are required to submit technical documentation in accordance with the Addendum to FAR 52.212-1 Instructions to Offerors. FAR 52.212-2 is applicable. Commercial FAR 52.212-1. Commercial and addenda applies to this acquisition. Evaluation Criteria are also applicable to this acquisition. Clauses 52.212-4 Contract Terms and Conditions. Commercial, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and addenda are applicable. The FAR and DFARS Clauses cited in the body of applicable clauses above are checked as applicable in the clause in the RFQSP0600-04-R-0099 Attachment. Offerors must include a completed copy of all Representations and Certifications in FAR 5.212-3 Offeror Representations and Certifications. Commercial Items and DFARS 252.21-7000 Offeror Representation and Certifications. Commercial items with their proposal. The Request for Proposal number SP0600-04-R-0099 attachment containing the (Contract Line Items, CLINs), Statement of Work, Technical Requirements, and Clauses/Addendum are contained in the attachment to this synopsis.
