Description
The Food and Drug Administration hereby makes notice of a proposed contract action under solicitation number 223-05-8010 (formerly 223-04-8013) for animal husbandry services at the FDA?s Center for Food Safety and Applied Nutrition Research Facility at the Muirkirk Road Complex (MOD-1) in Laurel, MD, at the Center for Drug Evaluation and Research and Center for Devices and Radiological Health Life Science Building at the White Oak Complex in Silver Spring, MD, and at the Center for Biological Evaluation and Research Nicholson Lane Research Center in Kensington, MD. During a year, the approximate number of animals under study in each Center is: CDER - 1,000 to 1,500 rodents (i.e., rats and mice) and up to 10 dogs or minipigs; CDRH - 800 rodents and up to 12 rabbits; CFSAN - 7,000 to 8,000 rodents and 300 to 350 ferrets/rabbits; and CBER - 60,000-70,000 mice and rats, 700 guinea pigs, 800 hamsters, 100 rabbits, one room each of frogs and ferrets, and 250 nonhuman primates. The contractor will provide animal husbandry services including but not limited to washing animal cages, providing feed, water and bedding, maintaining a clean environment, observing animals for general health and well-being, and carrying out environmental parameter checks of the facility. The contractor will also provide technical services in support of approved protocols for animal studies associated with, but not limited to the use of rats, mice, rabbits, sand rats, or other species of small laboratory animals. Experimental procedures include but are not limited to administration of substances by subcutaneous, intravenous or intraperitoneal injections, gavaging, and collection of tissues and body fluids. The number of dose groups, the concentration(s), volume and methods of administration are dictated by the experimental protocol and design. THIS IS NOT A SOLICITATION/REQUEST FOR PROPOSAL (RFP). The solicitation will be available on the FedBizOpps web page at http://www.fedbizopps.gov for downloading on or about fifteen (15) calendar days after publication of this announcement with proposals due approximately 30 calendar days later. THE SOLICITATION WILL BE SET ASIDE FOR COMPETITION AMONG SMALL BUSINESSES. Prospective offerors are responsible for downloading the solicitation, attachments and amendments. It is the offeror?s responsibility to monitor the FedBizopps web page for the release of the solicitation and any amendments. Hard copies will be provided to individuals eligible under the Americans with Disabilities Act and the Rehabilitation Act upon request. Award is anticipated November 1, 2004 or sooner.
