Consolidated Acquisition of Professional Services (RFI04001CAPS) 07 Jun 2004 Amendment 03 BUSINESS / INDUSTRY DAY* (Ref RFI I+I Item 12): This item on 27 May 2004 Amendment #2 is revised as follows paragraphs a.,b.,c.3),d.,and e. are unchanged but paragraphs c.1) and c.2) are changed. a. Date changed form 15 Jun 2004 to 21 June 2004. b. Place: Wright-Patterson AFB, Ohio c. Reservations: 1) Are required; individuals without reservations will not be permitted 2) How: "MarketSpace" is the only method of making reservations. The link to "MarketSpace" is toward the bottom of this page. 3) Deadline: Required prior to 3:00PM Mon 14 Jun 2004. d. GSA Schedule Qualification Process: GSA will provide a ?how to? briefing to interested industry attendees. e. QUESTIONS, INFORMATION, AND ANSWERS*: Questions submitted by industry will be answered via Pre-Award Information Exchange System (PIXS) http://www.pixs.wpafb.af.mil but the company that asked the question(s) will not be identified with or linked to question or answer. Information provided by industry may or may not be used to develop CAPS acquisition strategy and will not be shared with industry subject to the provisions of Item #3.c. of the initial CAPS RFI (30 Apr 2004) [i.e. 3.c. If the submissions contain proprietary/competition sensitive information, the submissions should be marked properly. Proprietary/competition sensitive information will be protected from disclosure. No classified information should be included in contractor submittals.]. REQUIREMENTS*: a. Additional: Requirements of the 311 Human Systems Wing (HSW) Brooks AFB TX maybe incorporated into CAPS if and when the requirements are received. b. Requirements Documents: Requirements will be released for Industry comments three times instead of two times prior to the release of the Formal RFP. A ?Strawman? and ?1st Draft RFP have been added and notionally scheduled for 15 Jun and 06 Aug respectively. In ?Documents in the CAPS Library?, File 18_Notional_CAPS_Sched.doc: The file has been changed to reflect adjusted and/or added events and dates resulting from the items contained in this amendment. * File 01_RFI_Info_Instr.doc and File 18_Notional_CAPS_Sched.doc have been revised to include this item. 03 May 2004 Amendment 01 This announcement is a Request for Information (RFI). It is not a Sources Sought Synopsis. A Source List is not being developed. Our intention is to reserve CAPS BPA awards to participants in Small Business programs (NAIC Code--- 541710, which corresponds to prior SIC Code 8731 previously used; Size Standard ---1,500 Employees). The both the Draft and Formal Request for Proposal will be released only through the FBO and PXIS and not sent to individual potential offerors, including incumbents. The Notional CAPS Schedule (Reference Attachment #18) includes the current target dates for release of the Draft RFP i.e. 01 Nov 2004, and Formal FRP i.e. 01 Feb 2005. To submit a Draft RFP and/or Formal RFP, an offeror must monitor the FBO and register on PXIS; and, insure they comply with the Small Business program standards established for the Draft and/or formal RFP(s) (Reference Atch #1). 30 April 2004 CAPS ? Consolidated Acquisition of Professional Services (RFI04001CAPS) The Air Force has a need for technical and acquisition management services. The CAPS is a follow-on effort to the current Advisory and Assistance Services (A+AS) Blanket Purchase Agreements (BPAs). Several BPAs will be awarded. More information on number and type of Small Business awards will be forth coming. A BPA is a contracting vehicle based upon a contractor?s GSA Schedule against which Task Orders are issued. The CAPS period of performance is anticipated to be 5 years. Awards are projected for June 2005. (The terms BPA and contract will be used interchangeably and mean one or more BPAs or contracts.) 1. This is a Request for Information (RFI). The Government does not intend to award a contract on the basis of this RFI. Submitting responses to this RFI is voluntary. Participants will not be compensated. Failure to respond to this RFI will in no way prejudice or preclude a source from being considered for eventual award of a BPA in response to the formal Request For Proposal (RFP). 2. Responses will be considered an initial step in establishing industry interest and understanding of the CAPS program. 3. a. No telephone responses will be accepted. Only electronic (i.e. e-mail or disc) responses will be accepted. Limit electronic files to 3MB and 35 pages. b. Submissions should be made in software that is compatible with Microsoft Windows 2000 Professional and Office 2000 XP. c. If the submissions contain proprietary/competition sensitive information, the submissions should be marked properly. Proprietary/competition sensitive information will be protected from disclosure. No classified information should be included in contractor submittals. Any information or questions not marked in accordance with this paragraph will be considered to be releasable to all interested parties, i.e. public information. d.
