- "This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." The Naval Surface Warfare Center, Dahlgren Division intends to purchase Robotic Research Vehicles unmanned ground vehicles on a sole source basis from ActivMedia Robotics LLC, 19 Columbia Drive, Amherst, NH 03031-2305. The items being purchased are as follows: quantity of (4) each, Part No. P3T0001, (Pioneer 3 AT Mobile Robotic skid steer base with 4 drive wheels, microcontroller, motors, encoders, 1 battery , std Pioneer software and no sonar, ARIA Saphira); quantity of (4) each, Part No. ACT0007, (Onboard 850 MHz VERSALOGIC8 PC with PC104 plus bus, 256M RAM, 2.5" 10GB hard drive, control panels, plugs, cables, safe shutdown, and powering, installed inside Pioneer); quantity of (4) each, Part No. ACT0061, (Additional memory to 256MB for onboard computer); quantity of (4) each, Part No. ACTX039, (PTZ104Tracking Vision System incl robotic cam sys, PC104 plus framegrabber, color tracking, robot interface and docs, installed); quantity of (4) each, Part No. ACAT031 (Optional Front Sonar Ring for Pioneer 2); quantity of (4) each, Part No. ACAX032, (Optional Rear Sonar Ring for AT or DX); quantity of (4) each, Part No. ACT0036, (11 MB fixed channel WaveLan Wireless Ethernet Station Adapter plus PC104 plus PCMCIA card, installed with antenna); quantity of (1) each, Part No. ACT0086, (11 MB fixed channel WaveLan Wireless Ethernet Access point to network hub. (Only 1 required for multiple vehicles)); quantity of (4) each, Part No. ACT0072, (High Capacity Charger, 5X, 110V); quantity of (20) each, Part No. ACT0087 (7 Amp/Hour Gel Cell); quantity of (4) each, Part No. SOF0012, (Pioneer3 sfwe and Win2k INSTALL, net configuration and testing for Plug-N-Play ready system); quantity of (4) each, Part No. SOF0013, (Windows 2000 License, CD, and documentation); quantity of (4) each, Part No. ACAX013, (Bumper Pair, 5 Panel, 10 switch); quantity of (4) each, Part No. ACT0074 (Joystick and Tele op. software for off board client PC); quantity of (1) each, Part No. ACA0023 (Laser RangeFinder (SICK LMS200) and Laser Integration Pkg (cables, mount, Saphira 8 Laser Control Plug-In) and Laser Mapping and Navigation Software and docs). A sole source procurement is necessary be cause of code compatibility with existing Pioneer robotic vehicles. Award is to be made under simplified acquisition procedures in accordance with FAR Part 13 on an all or none basis. The closing date is 11 June 2004, 2:00 p.m. EST. Anticipated award date is 14 June 2004. Required delivery date is 15 August 2004. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, Virginia 22448-5100. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE. The Government will award a purchase order from this announcement to ActivMedia Robotics. All responsible sources may submit their quote by e-mail in Microsoft Word format to XDS13@nswc.navy.mil. E-mail should reference N00178-04-Q-3032.
