- Description
- The United States Environmental Protection Agency has a requirement to provide the Office of Small and Disadvantage Business Utilization (OSDBU) with technical and administrative support for the Small Business Outreach Center. OSDBU has the responsibility within the Agency for policy, procedures and oversight of the implementation of programs described under Section 8 and 15 of the Small Business Act as Amended and Executive Orders 12073, 12432 and 12138 relating to preference programs for small, small disadvantaged, women-owned businesses, Hub-zone and service disabled veteran concerns. OSDBU has opened a Small Business Outreach Center designed to meet the needs of its clients. The purpose of this contract is to provide services that will broaden the capabilities of the EPA Small Business Outreach Center in the areas of counseling, technical assistance, training and outreach support services to companies that have some business related experience. Contractor support is requested in operating the Small Business Outreach Center with a Managing Director/Counselor, part-time counselor and student/technical assistant providing one-on-one counseling, group counseling/seminars, technical advice and support of outreach activities. The North American Industry Classification System (NAICS) code for this procurement is 541611. The size standard for this industry classification in millions of dollars is $6.0. This action will be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 19.8, on a competitive basis as a Total Hub-zone business set-aside. Competition is limited to eligible hub-zone business concerns expressly certified by Small Business Administration (SBA) for participation in the SBA's Hubzone Program, and in accordance with the criteria specified under FAR Clause 52.219-18 at the time of submission of offer. The anticipated contract type is Firm Fixed Price with a 12-month base period and three 12-month option periods. The Request for Proposal (RFP) should be posted on the Internet on or about June 15, 2004. Proposals shall be due approximately thirty (30) days after the RFP issuance date.
