- The Office of Personnel Management (OPM) - Center for Federal Investigative Services (CFIS) invites you to submit a quotation in response to the requirement within this Request for Quotation (RFQ). This is a competitive procurement action limited to selected contractors under the General Purpose Commercial Information Technology Equipment Software and Services, (Schedule 70, 132 8 - Purchase of Equipment) Federal Supply Schedule (FSS). OPM-CFIS has a requirement to upgrade a Neax 2400 Port Interface Module (PIM) within the facility. The upgrade will be from a 4 PIM stack to a 5 PIM stack configuration. It is anticipated that the majority of the parts required to complete this upgrade will be available under the FSS. Therefore OPM-CFIS intends to award one combined delivery/purchase order to satisfy this requirement. Offerors are encouraged to discount their schedule pricing below their specified FSS pricing. Please include a copy of your FSS pricing with your quotation. Please submit FOB Destination pricing for items not covered under an FSS contract. Additionally, pricing for items not covered under an FSS contract shall be as low as or lower than those provided to the contractors most favored customers. The Government will award a combined delivery/purchase order to the FSS Contractor that submits a quotation that is responsive to the requirements of this RFQ and offers the best value to the Government. Pricing, terms, and conditions are subject to Part 8 - Required Sources of Supplies and Services and/or Part 12 - Acquisition of Commercial Items located within the Federal Acquisition Regulations. The Government will consider price, delivery time, technical support capabilities, and knowledge of the Government requirement when making its best value determination. All factors will be given equal consideration in the evaluation process. The Government will use price analysis to evaluate non-FSS pricing and pricing for items not covered under an FSS contract to determine price reasonableness and the offers ability to satisfy the Governments requirement. Additionally, the price quotations shall be evaluated to determine completeness (responsiveness in providing all RFQ requirements). To assist in determining price reasonableness, the Government may verify the quoted pricing.
