- Description
- The Program Support Center, Strategic Acquisitions Service, Division of Acquisition Management, Department of Health and Human Services is conducting a competitive competition for the Financial Management Service (FMS). FMS provides full accounting and fiscal services for a variety of HHS customers and other agencies including a complete range of debt management, disbursement, fund accounting and financial reporting services; a payment management system which supports cash management and scheduled grant and contract payments; review, negotiation and approval of rates for indirect costs, research, patient care, and other special rates for organizations receiving Federally sponsored awards; and review and approval of state and local cost allocation plans. Grant Accounting Operations are currently performed by the Grants Section, General Accounting Branch, Division of Financial Operations, FMS. Based on the completion of a streamlined cost comparison study, the Grants Accounting Operations function is to be converted to the private sector. The Service Provider (Contractor) awarded the contract will be required to give Government employees who have been adversely affected or separated as a result of this decision the right of first refusal for employment openings under the contract in positions for which they are qualified, if that employment is consistent with post-Government employment conflict of interest standards. The purpose of this competition is to acquire the services of an 8(a) Contractor to provide general accounting functions and tasks at the PSC Headquarters (Parklawn Building) location in Rockville, MD. The Contractor shall provide accounting support in the areas of procurement obligation, procurement voucher payment/accounts payable, travel order obligation and travel voucher payment, collections and accounts receivable, reconciliation of funds and disbursements, maintaining accurate account records, preparing accurate and timely accounting reports, and performing miscellaneous accounting tasks as required. A Fixed Price contract will be awarded with a base year and four 12-month option years. The NAICS Code is 541611, and the business size standard is $6,000,000.00. Solicitation 04S044030 will be available on or about April 15, 2004. Prospective Offerors will be given an opportunity to submit questions prior to submission of proposals.
