Description
The U.S. Agency for International Development (USAID) is conducting a Full and Open competition to acquire the services of qualified U.S. Contractors to provide services to support basic education in Iraq (Education II). This activity will support the Iraqi Ministry of Education (MoE) to improve the quality of Iraqi education, which will result in a decentralized education structure that will improve education access, quality and retention rates. High quality education will contribute to a more tolerant, open-minded and democratic society. It will enhance economic growth thereby contributing to stability. Education II will achieve this by supporting the priority objectives of the Ministry of Education including capacity building. Education II will function under the direction of the Iraq Ministry of Education in support of long-term strategic planning objectives designed to improve the quality and efficiency of Iraq’s schools. The contractor will administer a small grants program involving both U.S. and local organizations. The focus of this program will seek to improve the quality of education throughout Iraq and to support parent and community organizations. The Education II contract will include the procurement of supplies and equipment. The contractor shall be responsible for deploying rapidly to the region and expect to be operational in a short time-frame. The period of performance for this contract is estimated to be two (2) years from the date of award of the contract. NAIC: 61 Educational Services. The preferred method of distributing the USAID Procurement information will be through Federal Business Opportunities (www.fbo.gov). It is anticipated that the RFP will be issued on or about February 16, 2004. It is the responsibility of the recipient of this solicitation to ensure that it has been received in its entirety and USAID bears no responsibility for data error(s) resulting from downloading.
