Description
B-U. S. Dept of Commere(DOC) National Oceanic Atmospheric Administration (NOAA), National Environmental Satellite Data, and Information Services (NESDIS), Intends to negotiate on a non-competitive basis with the University of Maryland, Baltimore MD to provide services for the Production and Evalution of the AIRS Trace Gas Products. To develop enhancements to the AIRS operational rapid transmittance algorithm (RTA) to support carbon dioxide (CO2) retrievals. Currently the RTA has a preliminary algorithm installed for CO2 that only allows specification of a single CO2 parameter. Tasks includes: 1. Improve fitting function for CO2 to allow for more than one degree of freedom 2. Upgrade existing code for any improvements to CO2 spectroscopy determined from post-launch experience with AIRS. This will enhance the algorithm to allow for specification of a CO2 profile. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. All written responses must include a written narrative statement of capabaility, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet this requirement. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative responses must be received no later than 5 canlendar days after the posting of this notice. Award will be made using simplified acquisition procedures in accordance with FAR Part 12, Acquisition of Commercial Items Reference ED-77
