Description
The National Park Service, Golden Gate National Recreation Area, San Francisco, CA is soliciting proposals on a full and open competitive basis from qualified small business organizations to enter into a firm fixed price contract to conduct an inventory of the San Francisco Garter Snake in the vicinity of San Mateo, CA. The contractor shall participate in an all day meeting and site visit with GGNRA to discuss study design, permitting/access, available data and the study area. The contractor shall identify and map suitable SFGS habitats, conduct comprehensive surveys to determine the occurrence of the SFGS, and develop management recommendations to improve or protect the conditions for the SFGS. Contractor Minimum Qualifications: Bidders must meet the following minimum qualifications: 1. Key personnel must demonstrate experience in conducting habitat assessments and field inventories for SFGS. Habitat assessment and inventory reports from these projects must be available to GGNRA staff upon request 2. Key personnel must have a strong academic and professional background in the following fields: wildlife biology, herpetology, sampling design and data analysis. 3. Key personnel must have currently valid USFWS Section 10 and CDFG research and collecting permit to survey SFGS and CRLF to meet project objectives. Key personnel must have minimum 5 years field experience working with these listed species. 4. Key personnel must have 5 years experience in report writing. 5. Key personnel must have demonstrated experience in communicating technical information to the public. Selection/Evaluation Criteria: Proposals will be evaluated on the following criteria: 1. Technical adequacy of the approach and thoroughness of the proposal in meeting project objectives. Proposal should demonstrate understanding of SFGS habitat requirements and strengths/weaknesses of proposed sampling design to determine presence/not found status. Proposal should identify any additional data collection, analytical tasks, or other elements that will be necessary to meet project objectives. 2. Level of academic and professional expertise of the key personnel by task for this project. 3. Demonstrated ability to manage projects and meet project deadlines and to prepare high quality reports and graphics. 4. Demonstrated ability to communicate technical information to the public. 5. Cost-effectiveness of the proposed approach in meeting project goals.
