Description
The National Assessment of Educational Progress (NAEP) is the only continuing source of nationally representative information about the status and progress of student achievement at grades 4, 8, and 12 in the United States. The National Assessment Governing Board (NAGB) oversees and sets policy for NAEP. In March 2004, the Governing Board received a report from a blue-ribbon Commission recommending the implementation of "bold and dramatically new incentives to increase the participation of high schools and 12th grade students in NAEP and the motivation of 12th grade students to do their best on NAEP." The Governing Board is evaluating this recommendation and is seeking a contractor to assist in identifying barriers to participation, solutions for overcoming the barriers, and ways to assure that 12th grade students participating in NAEP try their best. Outcomes of this work will be recommendations for a communications plan with high school principals, teachers, and students selected for the NAEP sample to improve school and student participation in 12th grade NAEP and to foster in 12th grade students selected for the sample the inclination to "try hard" on NAEP. NAICS codes 541613 and 541910 are also applicable to this procurement. The period of performance shall be from date of contract award through March 30, 2005. All requests for the RFP shall reference the RFP number ED-04-R-0029. The anticipated release date of this RFP is on or about June 25, 2004 and the closing date is July 26, 2004. The RFP can be retrieved using any of the following methods: The Statement of Work will appear on the NAGB website, http://www.nagb.org on or after June 25, 2004. In response to telephone, fax, or written requests, RFP's will be mailed by regular U.S. Postal Service mail on or after July 2, 2004. Copies may be picked up at the Contracting Office Address on or after the release date.
