- Description
- The Epidemiology and Genetics Research Program (EGRP) Division of Cancer Control and Population Sciences (DCCPS) of the National Cancer Institute (NCI) wishes to award a contract, to support the current Breast and Colon Cancer Family Registry Informatics Support Center (BC-CFR?s ISC) central database, to a new system/provider. The contractor will need to provide a seamless transition without interruption of service and minimum interference with the functioning of the BC-CFR?s participating sites and local informatics units and NCI. The new system must be in compliance with National Cancer Institute Center for BioInformatics (NCICB) specifications and contain provisions for a) related technical training and assistance to the BC-CFR?s participating sites and NCI, b) provisions for statistical and study design support to the BC-CFR?s investigators, their collaborators and NCI, and c) integration of these activities with the BC-CFR?s Communication, Coordination and Administration Unit (CCAU) which will be overseen by NCI. The workscope of the RFP is divided into different minimum operating requirements (MOR). These MOR?s are fully integrated and cohesive. Offerors are required to respond to all areas of the RFP as one package. Comprehensive details of the BC-CFR?s ISC are expected to be provided by the offeror based on their knowledge of the disciplines required in the Statement of Work, as well as experience working in the multidisciplinary fields of pathology, bioinformatics, molecular and genetics epidemiology and cancer research. In addition, the offeror must show understanding of epidemiologic study designs and analytical issues pertinent to large and heterogeneous population studies. The Minimum Operating Requirements (MOR) under this contract are as follows: a) Enhancement/ re-design of central data base architecture and data processing system, as needed, to comply with NCICB specifications, including technology support to the local informatics units of the BC-CFR's participating sites; b) Seamless transfer of all data stored in current central database to the new structure; c) Integration of (caDRS) metadata standards, and Common Data Elements approved by DCCPS; d) Prospective transfer and management of anonymized core data from the BC-CFR's sites and related quality control; e) Prospective transfer and management of ancillary data from BC-CFR's collaborative projects, and related quality control; f) Development of additional data-base components as warranted by BC-CFR's scientific development; g) Maintenance and enhancement of an ongoing comprehensive and interactive data quality control system; h) Training of BC-CFR's technical personnel at each site as needed and technical support to local statistical units; i) Statistical and research design support to BC-CFR sites and NCI; j) Provision of data sets for approved specific projects as requested by the approved BC-CFR's investigators, their collaborators and NCI; k) Provision of periodic data-freezes and technical reports to the BC-CFR's participating sites and NCI; l) Development of new or review of existing software tools as needed to support the BC-CFR's activities (i.e. pedigree drawing, data exploration, etc.); m) Maintenance and enhancement of the current Biospecimen Tracking System; n) Development of a Virtual Tissue Repository; o) Coordination of the above activities with the Communication, Coordination and Administration Unit (CCAU), supported by NCI (see below); p) Overall ISC management and administration, including tracking of data releases and related documentation, in cooperation with the CCAU; q) Maintain data availability to scientific community through the BC-CFR's review process for collaborative projects; The proposed acquisition will be a new unrestricted full and open competition for a currently supported cooperative agreement awarded to the University of California at Irvine. It is anticipated that one (1) level of effort, TERM type contract will be awarded and that the period of performance will consist of a base period of one (1) year plus three (3) option years for a total of four (4) contract years.
