Description
17. This is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers to RFQ4057. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for the procurement is 334516 and the small business size standard is 500. SCHEDULE: The National Institute of Allergy and Infectious Diseases seeks an upgrade to an existing Zeiss Axiovert 135 microscope to acquire and analyze ratiometric data. This system must include ratio acquisition control software that can be added to existing IPLab software. This ratio software must work for FRET and calcium applications and be able to create movies and mosaic images. It must also be able to acquire image sequences of different wavelengths over time. The Ratio software must be able to measure ion concentration by using ratiometric dyes (such as Fura and Indo) or Cameleons, and measure normalized FRET by the two- and three-filter methods. The Ratio software must be able to process and measure existing ratio data in a single step. It must be able to auto-calculate and store the constants used to calculate ion concentrations and FRET. The software must be able to animate the resulting image sequences and export them as movies. This system must also include a high-speed digital camera system must with a1000 x 1000 pixel array, 13 fps readout, low (<1e-) readout noise, 12 bit digitization, absolute cooling (TE) down to -16C, and must have PCI interface. It must also include a Dual-View? Micro-Imager with a click-in filter cube and slide-in filter pack The Dual-View is a unique spectral imaging system that is protected by US patents 5,926,283 and 5,982,497, Canadian patent 2,294,840 and Australian patent 731,476. Other international patents are pending in other parts of the world for this same technology. Filters must be for CFP/YFP dual excitation and dual emission. The system must have a z motor that is compatible with the existing microscope and existing LUDL MAC 5000 automation system. The z motor must include a controller card and a built- in focus drive with an encoder and limit switch. The system also requires digital deconvolution applications software, which must be wizard driven, include constrained iterative algorithm, be available for Windows based operating system, and have built in cropper and renderer. This applications software must also include widefield, confocal and 4d stacks deconvolution options. Vendor must perform software integration; software integration by third party will not be acceptable. Custom integration of system must also be provided for specific customer applications. Company personnel must provide installation and training. Subcontracting for the aforementioned tasks will not be accepted. Company must provide ongoing infield technical support. Delivery location is the National Institute of Allergy and Infectious Diseases; Bethesda, MD. 20892 and shall be inside delivery. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items. Central Contractor Registration (Oct 2003) is required. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Registration is available via the Internet at www.ccr.gov. The Government intends to make a ?best value? buy from the responsible offeror whose offer is most advantageous to the government. The evaluation criteria will include 1) the technical capability of the item offered to meet the government?s needs, 2) price, 3) warranty considerations and 4) delivery time.
