- THE ABOVE REFERENCED NOTICE IS MODIFIED AS FOLLOWS: CHANGE FAR 6.302 TO FAR 13.106-1 AND EXTEND DUE DATE FOR CAPABILITY STATEMENTS TO JUNE 21, 2004. NOTICE WILL NOW READ AS FOLLOWS: The Department of Health and Human Service, Substance Abuse and Mental Health Services Administration (SAMHSA), the Center for Mental Health Services (CMHS) through the Program Support Center plans to award a Sole Source Simplified Acquisition to Generations United, 1333 H Street, NW Suite 500W, Washington, DC 20005. The period of performance is 12 months from date of award. This project will enable CMHS to address the unmet needs of grandparents and other relatives caring for at-risk children. The outcome of this project is critical to CMHS in planning for effective programs and policy development; to increase access to mental health services; and to address the issues of underserved older persons and relatives caring for children at risk of or with serious emotional disturbance. Generations United (GU) is the only national non-profit membership organization focused solely on promoting intergenerational public policies and programs. GU serves as a resource for educating policy makers and the public about the economic, social, and personal imperatives of intergenerational cooperation and provides a forum for those working with children, youth and older adults to explore areas of common ground while celebrating the richness of each generation. GU has unique skills that this organization brings to complete the tasks being proposed for this project. One of GU?s key intergenerational initiatives is its National Center on Grandparents and Other Relatives Raising Children. GU is uniquely qualified to address this issue from the perspectives of both the caregivers and the children they are raising. There is no other potential contractor with the ability and knowledge to perform the requirements of this Contract within the specified time parameters. The Proposed Simplified Acquisition Action Is for Supplies and Services for Which the Government Intends to Solicit and Negotiate with Only One Source under Authority of Far 13.106-1. Interested Persons May Identify Their Interest and Capability to Respond to the Requirement Within 10 Days (JUNE 21, 2004) after the Date of Publication of this amendment Notice. A Determination by the Government Not to Compete this Proposed Simplified Acquisitions Based upon Responses to this Notice Is Solely Within the Discretion of the Government. Information Received Will Normally Be Considered Solely for the Purpose of Determining Whether to Conduct a Competitive Procurement. No Solicitation is available.
