- This is a pre-solicitation notice. It is not a request for quotation. The U.S. Army Engineering and Support Center, Huntsville, Alabama, will be issuing a Request for Quotation for the impending procurement of one session of the Dredge: Contract Ad ministration Course to be held in Huntsville, Alabama, on August 17-19, 2004. The course length is 24 hours (3 days). Class size is approximately 30 students. The course teaches the basics of dredging contract administration. Through lectures, group d iscussions, case studies and examination, this course provides the student with information on how to successfully administer dredging contracts and the problems associated with the activity. Included in classroom discussions is how dredging projects are engineered, the operational aspects of various types of dredges, the factors involved in project management, the safety aspects of dredging and dredge equipment, and the basics of dredge estimating. First course objective is a review of Dredging Fundamen tals which describes 1) the main types of hydraulic and mechanical dredges, 2) the Corps of Engineers?????? role in navigation project construction and maintenance, 3) the main categories of disposal options and the conditions to which they are most approp riate. Second course objective is Hydrographic Surveys Applied to Contract Specifications, which includes 1) a description of the types of hydro surveys, 2) the various methods of horizontal positioning and the various methods of depth measurement, and 3) Interpret survey results for project application. Third course objective is Methods of Accomplishing Dredging Work, which includes 1) Names types of contracts and their appropriate application, and 2) Identify components of plans and specifications. Four th course objective is Incorporate Environmental Concerns into Contract Specifications, which includes 1) Describe the regulatory framework affecting dredging projects environmental elements, 2) Identify common environmental concerns, 3) Describe methods f or disposing of contaminated sediments, 4) Identify equipment advantages and disadvantages, and 5) Identify methods for addressing, and 5) Identify methods for addressing environmental concerns through contract specifications, monitoring techniques, and co ntract administration tools. Fifth objective is Incorporate Standard Clauses into Contract, which includes 1) Describe appropriate contract provisions used in the dredging contract document, and 2) Describe the contract provisions pertaining to disputes, claims, and appeals for dredging contracts. Sixth Objective is Bidding Process, which includes 1) Identify the components of the bidding process applicable to dredging solicitations, and 2) Describe the basic process for dredging contract bidding and awar d. Seventh Objective is Administer Dredging Contracts, which includes 1) Identify responsibilities of the contracting officer and the contractor, 2) Describe partnering concept and procedures, 3) Describe responsibilities associated with quality control/q uality assurance (reporting), 4) Describe measurement and payment procedures for dredging work for Surveys, Progress Payments, and Retained percentage, 5) Describe the contract modification process, 6) Describe the contract claims process, 7) Perform compl ete contract closeout. Eighth Objective is Dredging Safety, which includes 1) Regulatory Criteria, 2) Roles and Responsibilities, 3) Lifting Equipment and Rigging, 4) Personnel Considerations, Training, and Personnel Protective Equipment, 5) Fall Protecti on, 6) Dredging Equipment, 7) Environmental Considerations/Conditions, 8) Diving Operations, 9) Fire Prevention/Protection, 10) Hazardous Energy. Ninth Objective is Reference Book. The Contractor shall provide a team of two instructors who meet the requi rements shown below. Both instructors shall be present during the full 30 hour course. The Government shall provide classroom space, government forms and all training equipment and materials. The Contractor shall provide all services, personnel, materials (other than those provided by the Government), A-V Aid, travel and lodging for contractor personnel. A post award meeting and/or dry-run meeting may be con ducted, at the Government??????s discretion. The Contractor shall revise or update student course materials and instructor teaching materials, to include the schedule of instruction, instructor lesson plans, tests for measurement of student achievement, s tudent training course manual and support materials, and visual aids. The lead instructor shall have a minimum of 500 hours per year working experience for five of the past seven years with the dredging industry. The assistant instructor shall have a min imum of 400 hours per year working experience for three of the past five years within the dredging industry. The lead instructor should have a minimum of two courses per year experience for three of the past five years teaching dredging: contract administ ration-dredging fundamentals related to short courses of instruction to subject topics. The assistant instructor should have a minimum of two courses per year experience for two of the past three years teaching dredging: contract administration, dredge fu ndamental related short courses of instruction. The lead instructor should have current knowledge, within the last five years, of the appropriate Code of Federal Regulations, CFRs, Corps of Engineers Guide Specifications, Engineer Regulations, Engineer Ma nual, Technical Manuals and related technical publications within the dredging industry. The assistant instructor should have current knowledge within the last three years, of the appropriate technical manuals and related technical publications within the dredging industry. This procurement will be in the price range of $25,000 - $50,000.
