- Description
- The Bureau of Reclamation intends to negotiate on a sole source basis with Sephton Water Technology, 23782 Connecticut, Unit #3, Hayward, CA 94545. The requirement consists of a pilot test to demonstrate the feasibility of using waste steam from a geothermal powerplant to drive a Vertical Tube Evaporator (VTE) desalination system. In addition to verifying the use of geothermal waste steam for this purpose, the test will resolve questions about how salts, nutrients, selenium, and other contaminants separate when Sea water is evaporated in a VTE. The Government also anticipates that the test will provide the baseline data needed for geo-chemical modeling studies of the concentrate reject from the VTE for disposal into the geothermal aquifer. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. Sephton Water Technology is the only firm with the test equipment as well as the knowledge and expertise needed to successfully perform this job, which will require the use of Sephton's patented seeded slurry mode of brine concentration to control scale formation in the VTE (US Patent No's 5,156,706; 5,968,312; and 6,309,513). Any firm that believes it can furnish the items described above and possesses the required technical expertise are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements and possess the requisite technical expertise. All responses received within 45 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
