Description
This is a combined Synopsis/Solicitation for Commercial Service prepared in IWA format in Subpart 12.6 ,as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals issued. All responsible sources may submit a proposal which will be considered by this Agency. The contractor shall provide Paramedic Emergency Medical Services for the US Marine Corps Logistics Base, Fire & Emergency Services Division, Yermo & Barstow, CA 92311. The period of performance will be 01 July 2004 through 30 June 2005. The contractor shall be a certified paramedic holding current certification through the National Registry, California Emergency Medical Services Authority (EMSA) and the Inland Counties Emergency Medical Agency (ICEMA) The contractor shall have knowledge of the Federal, State, and Local Regulations. The co ntractor shall have knowledge of the US Marine Corps Logistics Base, (MCLB) Fire Division?s Standard Operations Procedures, and Policy Manual, incident reporting mechanisms, applicable Federal, County, ICEMA, State Medical Policies, Procedures, and Regulations. The contractor shall serve as the liaison to MCLB Fire Division?s Medical Director to ensure conformance with quality improvements and assurance program. The contractor shall evaluate MCLB Fire Division?s Emergency Medical Services Program and identify Fire Division?s training requirements. The contractor shall provide Emergency Medical Technician Basic, Paramedic, Cardiopulmonary Resuscitation training and re-certification. The contractor shall coordinate all Emergency Medical Services (EMS) training with the Marine Corps Logistics Fire Division?s Training Officer for inclusion in the monthly training calend ar, and submit training request as needed. The contractor shall develop, coordinate, and implement the followings. a. Exposure Control Plan as needed b. Coordinate training in blood borne Pathogens c. A continuing education Program (CE) in accordance Federal, State, and County Regulations The contractor shall schedule all accreditation exams for Fire Division personnel through the MCLB Training Officer, and Inland Counties Emergency Medical Agency (ICEMA). The contractor shall schedule all accreditation exams for Fire Division personnel. All training shall be coordinated through the MCLB Training Officer, Inland Counties Emergency Medical Agency (ICEMA). The contractor shall serve as MCLB Fire Division?s Education Provider Program Director. The contractor shall assist newly hired out of county paramedics with cross county accreditation. The contractor sh all notify ICEMA of any status changes for certified and licensed personnel. The contractor shall investigate and document all inquires/complaints against MCLB Fire Division personnel in regards to medical care provided. The contractor shall assist Fire Division personnel in fulfilling any EMS program. ** The contractor will provide and submit requirements, coordinate intern and orientation ride-a-longs. The Quality Improvement (QI) Coordinator or designated Peer Review Staff will conduct a review of Form 30 ALS responses monthly to include the followings. 1. Complete documentation 2. Ordering of pre-hospital patient care treatment 3. Compliance with protocols 4. Diversion resulting in a transport times or more than ten (10) minutes 5. Response time and prolonged on-scene time 6. E. T. attempts and placement 7. MCI as defined by Protocol Ref #: 12001 8. Proper documentation AMA Forms The contractor shall inspect and provide guidance with respect to compliance, ordering, storage, and use of controlled substances, per ICEMA and MCLB Fire, DEA authorization. The contractor shall establish ALS Provider Agency Log for review of EMS agency staff. The contractor shall provide Quarterly Reports for review of the EMS agency at the first of every quarter on the Quarterly Report Form. Quality Improvement (QI) must be available five (5) days a week. The contractor must be within sixty (60) miles radius of the Marine Corps Logistics Base, Fire & Emergency Fire Division, Barstow, CA. When the EMS Coordinator position for MCLB is filled this contract will be cancelled in the best of the Federal Government. If the position is not filled by the end of the contract term, the Fire & Emergency Services Division, Marine Corp s Logistics Base, have the option to extend the contract for an additional year. ** This will not be a personal service contract: The contractor will be responsible for employee?s surveillance and direction.
