Description
The United States Special Operations Command (USSOCOM), Headquarters Procurement Division intends to negotiate on a sole source basis with Science Applications International Corporation (SAIC), 360 Central Avenue, Suite 1370, Saint Petersburg, Florida 33701, for Special Operations Command (SOCOM) Multipurpose X-Band Antenna, along with an option to integrate and test with a government furnished radar system in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1: ?Only one responsible source and no other supplies or services will satisfy agency requirements.? This is not a procurement for a total or field able system but the intent of the research is to demonstrate the tactical utility of the SMAX for military operations. Based upon market research, SAIC is the only contractor with a multipurpose X-band antenna that meets the Technology Readiness Levels (TRL). SAIC has the only active radar antenna that will fit in the C-130 Doppler radar bay, is electronically steered and has the ability to create multiple phase centers in an adaptive manner. The concept and SMAX prototype developed by SAIC is the only existing technology that is mature enough to be demonstrated. SAIC has applied for patents regarding the critical design features of this antenna. As the developer, only SAIC has the expertise to provide the required SMAX and has a mature (TRL 6) antenna. Award to any other source would not meet the technology readiness requirements or allow USSOCOM to meet the criteria to execute a technology demonstration program and/or demonstrate the tactical utility of the SMAX. If the military utility and lower ownership costs (i.e., no modification to the aircraft) are successfully demonstrated, a possibility exists for a future competitive situation. It is anticipated that USSOCOM will procure one (1) TRL 6 antenna in order to test its military utility along with an option to integrate and test it with a government furnished radar system. The contract will be for a period of performance of approximately two to three years with an estimated contract value of up to $5M. The North American Industry Classification is 334511 with a small business size standard of 750 employees. No competitive solicitation will be issued for this effort.
