Description
This requirement is a 100% HUBZONE set-aside. The Federal Bureau of Prisons (FBOP) anticipates award of a single source Indefinite Delivery Indefinite Quantity contract for the specialized services of a qualified HUBZONE Contractor, in accordance with Federal Acquisition Regulations (FAR), Part 19.13, Historically Underutilized Business Zone (HUBZONE) Program. The offer shall provide technical and administrative support to assist the Bureau in meeting its responsibilities associated with the National Historic Preservation Act (NHPA) and Executive Order 13287 for its Federal Prison?s nationwide. For purposes of short notice, expediency and regular meetings with Central Office, Facilities Programs Section, staff as well as representatives of the Advisory Council for Historic Preservation (ACHP), and/or the Keeper of the National Register, National Park Service, Department of Interior, the HUBZONE Contractor must have Small Business Administration (SBA) certified HUBZONE office located within the Washington, D.C. metropolitan area, reasonably accessible via public transportation to FBOP Central Office property. Contract resources are required by the FBOP, Central Office, Facilities Programs Section, to augment FBOP professional staff in order to provide necessary technical assistance and guidance in fulfilling a new federal agency requirement, Executive Order 13286, Preserve America (March 2003), as well as to standardize and centralize existing FBOP national program mission requirements related to various historic preservation laws, cultural resources, and Bureau policy. To satisfy this requirement, a contract for one (1) base year, with four (4) option years is anticipated. The base year minimum guarantee amount will be $25,000 with a base year maximum estimated at $950,000. For consideration on this procurement the offeror at a minimum must be certified as a Washington, D.C. HUBZONE by the SBA, must have experience in Experience Profile Code 047- Historic Preservation and/or HUBZONE Contractor must have experience in NAICS Code 712120, and must have prior experience with NHPA activities related to correctional facilities. The Solicitation will provide the scope of work, and the following evaluations factors which are in descending order of importance with exception of the Past Performance Sub-factors which are accorded equal weight: 1. Past Performance (Sub-factors: Experience in Project, Quality of Performance/Service, Timeliness of Performance, Business Relations, Turnover of Personnel, Performance Problem and Cost/Billing Issues); 2. Specialized Experience & Technical Competence; 3. Past Specialized/Technical FBOP Experience; and 4. Location in the General Geographic Area. As proposals become more equal, price becomes more important and may be a determining factor for award. The solicitation will be available on/about June 30, 2004 and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov.
