Description
STATEMENT OF WORK FOR OVERSEAS BUILDINGS OPERATION (OBO) SAFETY, HEALTH, AND ENVIRONMENTAL MANAGEMENT (SHEM) TRAINING FOR OVERSEAS POSTS (STOP) PROGRAM The SHEM (Safety, Health, and Environmental Management) Training for Overseas Posts (STOP) program focuses on eliminating safety, health, and environmental hazards that pose a threat to foreign service officers, their dependents, and the FSN staff at overseas posts. A portion of the routine safety and health training required by federal standards is provided to staff during the visit. The on-site training conducted with post personnel during STOP visits is a critical and necessary means of reducing the likelihood of U. S. government personnel suffering disabling injury or death. The purchase is a continuation of a project aimed at obtaining digital videos on CD-ROM that have been translated into target languages. The supplier selected must be able to supply the selected training programs in Spanish, French, Russian, Portuguese, Arabic, German, and Simplified Chinese (used in Mainland China). The translated videos will be copied onto CD-ROM disks, one training program per disk. Initially ten copies of each CD-ROM (video) in each language will be obtained. These videos will enable SHEM personnel to conduct more effective training in the local languages of locally employed staff as well as permit posts to do further safety and health training to comply with federal training requirements. At this time we are interested in obtaining videos addressing the following topics:  Forklift Fundamentals - This video must address pre-use inspection of the forklift, the physics associated with operating a forklift, and basic safe operating procedures.  Electrical Safety - This video must provide a basic explanation of electricity and the hazards of working with it.  Electrical Safety - This video must discuss methods and techniques for avoiding the hazards of electricity.  Hand Safety - This video must discuss the various types of hazards presented in the work place, the devastating effects of hand injuries, and methods for avoiding injury  Lockout/Tagout - This video must explain the purpose of lockout/tagout, demonstrate the performance of a procedure, and illustrate the consequences of not following proper procedures.  Welding Safety - This video must explain safe work practices for all types of welding and cutting and discuss the consequences of not following these procedures.  Ergonomics - This video must focus on office ergonomics and proper lifting in office and warehouse settings.  Respiratory Protection - This video must address proper respirator selection, use, and maintenance.  Chemical Safety - This video must address hazard information, proper chemical storage practices and incompatibilities, proper use, and product substitution.  Warehouse Safety - This video must address proper storage practices, working at elevation, and proper lifting.
