Description
It is the intent of the Contracting Officer to issue a IFB for the drydocking of below described three barges and utility vessel. Award may be for 1-4 vessels to multiple vendors. Because these crafts are not considered deep-sea worthy, all repair/upgrade work must be performed on these vessels in the San Francisco Bay area, such area to include the up-river areas of Sacramento and Stockton. The craft(s) will be delivered to the contractor's/sub-contractor's work site(s) prior to the commencement of work and picked up at the same facility upon completion of work by the Maritime Administration's Reserve Fleet personnel. (1) The SSE-668 is a uncovered lighter barge of the U.S. Navy type measuring approximately (112'} feet in length, (32') feet in breadth and a draft of (6'06") feet/inches and a displacement of approximately (265) tons. SSE-670 was built to US Navy standards, but is now operated as a public vessel by the US Maritime Administration as an inland work barge not for hire. The vessel is not Coast Guard inspected and is not classed by the American Bureau of shipping. It is the intent of these specifications that working stresses, safety factors, structural arrangements, details and workmanship to be to the same standards as if the vessels were USCG inspected or ABS classed. (2) The SSE-670 is a uncovered lighter barge of the U.S. Navy type measuring approximately (112'} feet in length, (32') feet in breadth and a draft of (6'06") feet/inches and a displacement of approximately (265) tons. SSE-670 was built to US Navy standards, but is now operated as a public vessel by the US Maritime Administration as an inland work barge not for hire. The vessel is not Coast Guard inspected and is not classed by the American Bureau of shipping. (3) The FB-675 is a covered lighter barge of the U.S. Navy type measuring approximately (112'} feet in length, (32') feet in breadth and a draft of (6'06") feet/inches and a displacement of approximately (265) tons. FB-675 was built to US Navy standards, but is now operated as a public vessel by the US Maritime Administration as an inland work barge not for hire. The vessel is not Coast Guard inspected and is not classed by the American Bureau of shipping. (4) The PG-615 is a Fleet Utility Craft measuring approximately fifty seven feet (57') in length, fifteen feet (15') in breadth, drawing approximately three feet (3') of water at the full load line and displacing approximately thirty two (32 s/t) at the light load draft. The contractor shall provide all labor, materials and equipment to make all removals and restorations; remove and replace interference's, rig and unrig to make all dissassemblies and subsequent reassemblies to accomplish the work specified herein. All work shall be in compliance with the States Public Health Service, the Department of Labor Occupational Safety and Health Administration, Federal (FED-OSHA), and the Institute of Electrical and Electronic Engineers. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
