Description
NA The Volpe National Transportation Systems Center intends to award a firm fixed price contract. This proposed action is for supplies for which the Government intends to solicit and negotiate on a sole source basis with RailPower Technologies Corporation, under authority in FAR Part 6.302. The applicable NAICS code for this requirement is 336510. This procurement will be conducted using Contracting by Negotiation procedures in accordance with FAR Part 15. The Volpe Center intends to procure up to three environmentally friendly hybrid switcher locomotives. This procurement will consist of up to three RailPower Technologies Corporation?s Green Goat electric hybrid switcher locomotive with the following specifications: Engine specifications and requirements Engine shall be Isuzu model 6BG1T, six cylinder, four cycle industrial diesel engine or equal with identical specifications and performance. Any proposed diesel engine must comply with all Environmental Protection Agency (EPA) Standards for emissions. Engine exhaust system shall be completely covered and wrapped with fire resistant material for the protection of people. Material shall cover the exhaust pipe starting at the manifold flange to the input side of the muffler and also cover the output side of the muffler to the outside cowling of the metal enclosure where the diesel engine is enclosed. a) Engine shall have engine duty cycle hour meter. b) Diesel fuel lines shall have certified double walled tubing from the diesel fuel supply to the injector inlets and return lines of the diesel engine. c) The wall that sep arates the diesel engine from the bank of the lead acid batteries shall have a fireproof barrier separating the two compartments and must meet NFPA requirements. d) Fire extinguishing apparatus shall be strategically located, labeled and easily accessible from the exterior of both the engine and battery enclosures and in the cab of the locomotive. e) Fire/smoke detectors shall be installed in the engine and battery compartment and remotely audible to the operating personnel in the cab of the locomotive. f) Battery compartment shall be properly vented to ensure dissipation of any accumulated hydrogen gas. This may be accomplished by the installation of exhaust blowers. g) Hydrogen warning gas detectors shall be installed in the in the battery bank steel compartment to remotely alert th e operating personnel in the cab of any buildup of excess hydrogen gasses. h) High Amperage/Voltage warning signage shall be posted where applicable i) All compartments requiring entry shall be equipped with locking mechanisms to be used when locomotive is not in use. j) The alternator shall be a 22 kW of auxiliary power rated at 480 volts alternating current (ac), 3-phase. Telephonic requests will not be honored. This notice of intent is not a request for competitive quotes. Detailed specifications will be set forth in the solicitation. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. The North American Industry Classification System (NAICS) code is 336510 with a size standard of 1000 employees. All data received in response to this announcement marked or designated, as corporate or proprietary information will be protected from release ou tside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. This is NOT a Request for Proposal (RFP), Invitation for Bid (IFB), or an announcement of a solicitation, and no solicitation package exists. The sources sought announcement is a request for informational purposes only. It is a market research tool being used to determine potential and eligible firms capable of producing the switcher locomotive described above. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender.
