Description
The Bureau of Reclamation intends to negotiate on a sole source basis with The Western Group, Portland Oregon. The proposed action is to purchase woven wire mesh used in the fabrication of rotary fish screening devices. The NAICS code for the needed product is 331222 with a size standard of 1,000: 3312 Steel Product Manufacturing from Purchased Steel 331222 Steel Wire Drawing This industry group comprises establishments primarily engaged inmanufacturing iron and steel tube and pipe, drawing steel wire, androlling or drawing shapes from purchased iron or steel. The data published with NAICS code 331222 include the following SIC industry: 3315 Steel wire and related products (pt) The specifications for purchase of wire to meet Reclamations' need is:T-104 Stainless, clear span, 0.117, 4-1/2 mesh .015 (12GA) width is 72" and length varies from 480" to 540" Background: In the Pacific Northwest, juvenile fish screen design criteria for salmonid protection has been developed by the National Marine Fisheries Service and the Washington Department of Fish and Wildlife. The NMFS juvenile fish screen criteria is now applied regionally for salmonid protection, due to efforts of the Fish Screen Oversight Committee comprised of fisheries personnel from fish and wildlife agencies in Oregon, Washington, Idaho and Montana. Protecting the fisheries resources from hydroelectric, irrigation, municipal water supply and industrial water supply developments, created the need for design criteria for the construction of juvenile fish screens to protect the fisheries resource from project impacts. The method most widely accepted and most successful method to accomplish juvenile salmonid passage is to provide a physical barrier that safely prevents fish from becoming entrained into a diversion and routes the juvenile fish back to the river. A physical barrier is commonly used for juvenile fish protection in the Pacific Northwest when water is diverted for agriculture, ranching, power production, municipal water supply or other uses. The most commonly used type of physical barrier juvenile fish screen used in the Pacific Northwest is the rotary drum screen. This type of screen has the advantage of providing continuous cleaning action and removes most types of debris away from the screen face. Rotary drum screens have been used for diversions up to 3,000 CFS. A rotary drum screen operates by using a power system (electric motor, paddlewheel, solar drive or hydraulic motor) to rotate the drum. The steel framed drum is wrapped in wire mesh and set within a steel cradle, this cradle when set in the concrete structure cannot have a tolerance greater than ?" from the sides of the cradle to the concrete structure. To prevent fish from escaping through this opening it is required by NMFS that rubber seals be applied to both sides and at the bottom of the drum where a gap may occur to due a non level concrete floor or silt build up. It is imperative that when the mesh is attached to the drum that it lay flat so that during the rotation process there are no gaps between the mesh and the rubber side seal that would prohibit a continuous contact of mesh and seal. Physical contact with a screen material causes some level of fish injury and/or mortality. Woven wire mesh is widely used as a screen face material. As the name implies, it is constructed by a woven mesh of wire. In addition to hydraulic aspects of screen design, the screen face material itself must be smooth, without projections or gaps that could cause de-scaling or other injury. It is important to consider that some screen materials have a rough side and a smooth side, and the smooth side will be used on the upstream side in case fish do contact the screen surface. These details are addressed by specification in this documentation to assure quality construction through a thorough inspection process. Requirements: Even though the 'intended sole source' product is considered 'commercial' in nature the delivery and packaging of the product is not commercial in nature. Reclamations' strict delivery requirements are as follows: All screen mesh must be rolled to 3 feet 6 inches inside diameter or larger. Screen mesh shall not be rolled in a roller at any time. Screen mesh must lay flat when unrolled and each roll will be unrolled and inspected upon delivery. Screen with wave, bubbles, misfires, other defects, or any deviation from roll specifications will be rejected upon delivery and any delay or reshipment cost will be borne by the vendor. Past procurement has shown that The Western Group is the only ready available vendor that can meet the shipping requirements. The acquisition of screen material from other vendors over the past 5 years has resulted in rejected product; thus causing substantial cost to the Government in production deadline, NMFS time frames (which are critical with endangered or threatened species rearing, habitat and migration) and the Administrative cost of the procurement. The government believes that only one responsible source can readily provide the product listed above that will satisfy the agency needs. Any firm or individual that believes it can furnish the items described are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements, to include positive past performance in the weaving, packaging and delivery of woven wire mesh. All responses received by close of business June 21, 2004 will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
