Description

The North Cascades Stehekin Lodge (Lodge) is protected by an Edwards System Technology (EST 3) fire detection and alarm system that was installed in 1994. The system consists of sensors, detectors, and annunciators throughout several buildings that are connected to a central control panel in the old Stehekin Ranger Station. In 2003 the NPS rehabilitated the nearby Golden West Visitor Center and connected and attempted to interface a new Edwards System Technology fire alarm and detection system in that building to the existing EST 3 system in the Lodge. The interface was only partially successful in that some of the operations of the Lodge system cannot be monitored or controlled from the Golden West. The National Park Service is seeking offers for a firm, fixed-price contract to furnish all labor, materials, equipment, and expertise necessary to make these two systems fully integrated, with monitoring and controllability from the Golden West. All design work shall be performed by a certified professional Fire Protection Engineer who is authorized and certified to work on Edwards System Technology products. All installation work shall be performed by an individual who is recognized by the National Institute for Certification in Engineering Technologies (NICET) Fire Alarm Systems, as a minimum Level III certified technician, in accordance with NFPA 72, who is licensed by the State of Washington to perform such work, who has been involved in such work for at least the last five years, and who is certified to work on Edwards System Technology products. Contract duration is 75 days following issuance of the Notice to Proceed, with a target completion date of September 30, 2004. LOCATION: Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan. The Stehekin valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by float plane, boat or barge; all materials and equipment will need to be barged. Within the Stehekin valley, the Lodge and Golden West are within walking distance of each other. Lodging and meals are available on a limited basis. Cellular phones do not work and there is no public Internet access. SOLICITATION DETAILS: This is a best value procurement open to Edwards-certified business concerns of all sizes. The NAICS code for this project is 561621 and the small business size standard is $10.5 million. The estimated price range for this service contract is between $25,000 and $100,000. The electronic solicitation will be made available to qualified vendors on or about June 28, 2004.
