- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6 of the Federal Acquisitions Regulations (FAR), as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are being requested and no written solicitation will be issued. The solicitation number is N00124-04-Q-0252, and this solicitation is issued as a Request for Quotation (RFQ). Delivery shall be FOB Destination to Center for Naval Warfare Studies, Naval War College, 686 Cushing Road, Newport, RI 02841. Delivery shall be made within 30 days after award is made. Invoice shall be sent to Contracting Officer, Naval War College, 686 Cushing Road, Newport, RI 02841-1207. Facsimile quotes will be accepted and shall be addressed to Ginny Reedenauer, Contracting Officer, Fax (401) 841-3567. The due date and time for receipt of quote is 4:00 PM Eastern Standard Time on June 30, 2004. The items are: (1) 100 User Enterprise Level (Participation Based) WEBIQ License (or comparable), and (2) 10 User Server Space Rental (Annual Rental Fee). All offerors must be prepared to submit a demo copy of the product offered. The provisions of FAR 52.212-1, Instruction to Offerors-Commercial, apply to this solicitation. The clause at FAR 52.212-2, Evaluation of Commercial Items, applies to this solicitation. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this solicitation. The following clauses also apply: FAR 52.232-33, Payment by Electronic Fund Transfer; DFARS 252.204-7004, Required Central Contractor Registration - for all solicitations after 1 June 98 all contractors are required to be registered in Central Contractor Registration (CCR) for award. All quotes must reference the solicitation number and due date for receipt of quotes. In addition, each quote must contain the name, address, and telephone number of the offeror, as well as any discount terms that are offered, and the remit to address if different from the mailing address. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each quoter. Any quote or modification to quote received after the specified due date for receipt of quotes will not be considered. The Government will award a firm-fixed price purchase order to the eligible, responsible offeror whose quote conforms to the solicitation and is considered the Best Value to the Government. The following factors will be used to evaluate the offers: 1. Technical Capability of the item offered to meet the Government requirement; 2. Price; and 3. Past Performance. The government considers Technical Capability to be significantly more important than Price/Past Performance. Quoter shall specify business size and classification as required in FAR 52.212-3.
