Description
The posting amends an earlier synopsis entitled “Community Outreach Tuskegee Syphilis Study” which was initially posted on April 20, 2004, and amended by a posting on May 6, 2004. Information contained in the amendment is being provided to better define requirements for submission of capabilities from alternative sources Much has been written, reported, and documented about the now infamous study, “The Tuskegee Syphilis Study of Untreated Syphilis in the Negro Male,” which was conducted by the U.S. Public Health Service from 1932-1972. The Syphilis Study Website, currently available on-line at www.tuskegeemcc.org, was the THCRMCC’s initial effort at overcoming a lack of public awareness of the program by including archival material from the study. However, a website alone, without effective outreach and awareness programs, is unlikely to achieve two vital objectives: to disseminate widely the facts and lessons to be learned from these events and to highlight the ongoing problem of syphilis in current society. The intent of the current project is to preserve the history and lessons of the U.S. Public Health Service’s Tuskegee study of untreated syphilis in the Negro male (1932 – 1972). Under this Statement of Work, CDC will seek to broaden public awareness of the Center and its programs, the syphilis study itself, and the ongoing problem of syphilis The existing website will be expanded and the associated information system hardware and software updated and maintained as necessary. SCOPE OF WORK 1. A virtual tour of the Tuskegee Human and Civil Rights Multicultural Center shall be developed with the following characteristics: a) Display key components and features of the Center to educate website visitors on the mission and goals of the Center; b) Be compatible with existing website and accessed via a website link; c) Incorporate automated photo alignment and color blending; d) Capable of manual image alignment via drag and drop or keyboard nudging; e) Display true color balance; and f) Be e-mail attachable; screen-saver capable. Delivery shall be 90 calendar days from the date of award. 2. Contractor shall develop an educational package on the facts and lessons of the Tuskegee syphilis study, and on current syphilis health concerns, with the following characteristics: a) Adaptable to an Instructor/User format, using a variety of print and audio media; b) Suited for conference-type classroom presentation, with video augmentation; c) Total presentation not to exceed 4 hours or 240 minutes; d) Suitable for stand alone presentation, with multi-media augmentation; e) Accurately summarize high points of 1932 study, to its conclusion in 1972; f) Pertinent emphasis on the President’s Apology and creation of the THCRMCC and the Tuskegee University National Center for Bioethics in Research and Health Care; g) Highlight current syphilis problem; and h) Community outreach and health screening. Tasks shall be completed within 11 months after award. 3. Contractor shall upgrade the existing website by incorporating recently discovered archival material obtained through a variety of participant-related and other sources. Task shall be completed within 9 months after award. 4. Contractor shall perform preventive maintenance and repair of system hardware, including computer monitors, hard drives, fax, copiers, modems and related support items. These preventive measures will be done quarterly (for a period of 4 times per year). Tasks shall be completed within 9 months after award. The Project Officer will review vendor submissions and deliverables from concept to final completion. In addition, the following deliverables shall be submitted in the following quantities, manner, and at the time specified below: a) Printed report (transcript) of tapes related to the President’s Apology that presently exist on the website and that were submitted by participating TV stations; b) Summary report of interviews that provided additional background material about the participants, the study, and other pertinent information. The contractor shall provide three hard copies and two machine readable copies in Word Perfect and Microsoft Word format to CDC; and c) The products shall be available at CDC and the Center’s location site. Through this announcement, alternate sources are being offered the opportunity to demonstrate their capabilities to provide the services specifically identified above. To be considered qualified, sources must submit a capabililties statement that demonstrates in writing that their organization/staff possesses project-related experience in performing the types of tasks listed above or has access to resources related to performing the above tasks. Alternate sources should demonstrate access to equipment necessary to conduct video/audio tasks and support software to perform the scope of work. Responses shall contain no more than 10 pages total. Qualified organizations are encouraged to submit a capabilities statement which addresses the requirements and contains material in sufficient detail to allow the CDC to determine if the party can perform this requirement. Capabilities are to be received in the contracting office no later than fifteen (15) days from the date of this amended announcement. The intent of this synopsis is to determine whether alternative sources exist. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a response, which shall be considered by the Agency.
