Description
This is Amendment 0001 for a combined synopsis/solicitation for commercial items that was originally issued on 20 February 2003 and is hereby amended as follows: A. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. B. The North American Industry Classification System (NAICS) Code for this procurement is changed from 334511 to 332995. C. The provision at DFARS 252.225-7000 is added. D. The clause at FAR 52.247-48 is deleted. E. The clauses incorporated by DFARS 252.212-7001 shall be 252.205-7000; 252.219-7003; 252.225-7001; 252.225-7012; 252.227-7015; 252.227-7037; 252.243-7002; and 252.247-7023. F. The clause at FAR 52.203-6-Alt 1 shall be added to the clauses which have been incorporated by FAR 52.212-5. G. The sixth sentence of Paragraph 1.0 of the Statement of Work (SOW) begins with “The acquisition will allow for award of up to one IDIQ contract….” This wording is changed to read as follows: “The acquisition will allow for award of one or more IDIQ contracts….” H. The following sentence is added to the end of Paragraph 1.0 of the SOW: “Contracts may be awarded for all eight (8) of the above MD/NS elements as well as contracts for integrated systems.” I. In Addendum 1 to the solicitation, Item No. 0033 (Data) shall be Not Separately Priced (NSP). J. The Oral Presentations/Demonstrations (as set forth in Addendum 3) are planned to occur approximately three weeks after the closing of the solicitation. K. Paragraph B.2. of Addendum 4 is replaced by the following: B.2. Full, accurate and complete information shall be set forth in the technical proposal. Offerors are reminded that unsupported statements to comply with the specification will not be sufficient. Proposals must not merely paraphrase the specification. Technical proposals must provide objective evidence (e.g., empirical test data, independent laboratory evaluations, modeling and simulation reports, etc.) that specification requirements shall be met and how the offeror shall achieve all proposed elements of the technical proposal. Technical proposals shall address each applicable paragraph of the Performance Specification to illustrate conformance to requirements (e.g., physical characteristics, performance capabilities, environmental capabilities, reliability, etc.). Each submitted technical proposal shall not exceed 100 pages. L. The title of Paragraph D. of Addendum 4 is changed to read: Subcontracting Information (Volume 4). M. The title of Paragraph E. of Addendum 4 is changed to read: Company Past Performance Summary (Volume 3). N. The following FAR provision is added: FAR. 52.211-2 AVAILABILITY OF SPECIFICATIONS LISTED IN THE DOD INDEX OF SPECIFICATIONS AND STANDARDS (DODISS) AND DESCRIPTIONS LISTED IN THE ACQUISITION MANAGEMENT SYSTEMS AND DATA REQUIREMENTS CONTROL LIST, DOD 5010.12-L (DEC 1999) Copies of specifications, standards, and data item descriptions cited in this solicitation may be obtained – (a) From the ASSIST database via the Internet at http://assist.daps.mil; or (b) By submitting a request to the: Department of Defense Single Stock Point (DoDSSP) Building 4, Section D 700 Robbins Avenue Philadelphia PA 19111-5094 Telephone (215 )697-2667/2179 Facsimile (215) 697-1462 (End of provision) All other terms and conditions in the original synopsis remain the same.
