- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition (FAR), Federal Acquisition Circular 2001-23***The associated North American Industrial Classification System (NAICS) code for this procurement is334515 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested offerors may submit a quote. The National Institute of Standards and Technology (NIST), has a requirement for one (1) network analyzer board Brand Name or Equivalent ? Layer 7 Network Analyzer Board consisting of the following: LINE ITEM 0001: Network Analyzer Chassis - Minimum of 4 slots - Internal Computer Capable of running experiments locally without additional computers - Local Data Storage capability for repetitive testing - Must come with Microsoft Windows control software -Must be programmable in Linux for customizable testing. Quantity 1 each LINE ITEM 0002: Network Analyzer Module - Must have a minimum of two 10/100 RJ-45 Ethernet Ports - Should have a 6 MBytes of buffer space for data capture - Capable of supporting multiple network flows in and out - Approximately 20 ns timing resolution - Capable of testing all layers in ISO/OSI reference model - Capable of traffic generation at or above wire speed - Must have Independent Processor for each Ethernet port, Quantity 1 each LINE ITEM 0003: Network Programming Software -Must have Linux development software capability -Linux software must be able to control all Layers in ISO/OSI Reference Model DELIVERY SHALL BE FOB DESTINATION and shall be completed not later than (4-5) weeks after receipt of order. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. The Government will evaluate quotes based on the following evaluation criteria: (1) Meets or exceeds technical specifications (2) Past Performance (3) Warranty (4) Price. Technical Capability, Past Performance, and warranty, when combined are more important than price.[Quotations shall include the make and model of the products, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered products meet or exceed the specifications stated above.] Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference. In determining best value, the Government will give strongest consideration to Internal Computer Capability of running experiments locally without additional computers, Independent processor for each Ethernet port, Linux development software capability, and warranty. Past performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b) (10) and/or information provided by NIST or its affiliates. Quoters shall provide a list of at least FIVE (5) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ***The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items.
