- This is not a solicitation but rather a market survey (Source Sought Synopsis) to determine potential sources for the Air Force Research Laboratory?s International Office (AFOSR/IO) Information Technology Support (ITS). The United States Air Force, the Air Force Office of Scientific Research (AFOSR) is seeking a qualified contractor for Information Technology and International Expertise Support (ITIES) for FY 05 with options for FY 06 through FY 09. The contract will be composed of three main parts: 1) information technology support, 2) international expertise, and 3) conference/symposium support. The requirement consists of assisting with development, analysis, and implementation of information system and educational strategies related to AFOSR and AFRL international programs. The following technical capabilities are required: 1) Ability to develop and maintain a webpage and electronic library 2) Ability to secure access to and backup of electronic databases and resources 3) Have a working knowledge of Air Force and DoD research organizations with particular emphasis on those offices that participate in international activities 4) Experience interfacing with US government organizations, allied/friendly embassies and Ministry personnel 5) Experience with International Cooperative Research and Development (ICR&D) programs 6) Experience working with and knowledge of Asian scientific organizations and resources 7) Ability to provide consultant to the AFOSR Asian Office of Aerospace Research and Development (AOARD) office in Tokyo, Japan 8) Ability to establish and maintain a financial management system, which is capable of electronically issuing payments for conference/symposium related work and tracking costs 9) Ability to provide support and expertise required in development of AFRL educational material for conference/symposium 10) Experience with planning and executing high-visibility international fora, bi-lateral/multi-lateral programs and meetings A time and materials contract is anticipated. If applicable, this requirement may be issued as a task order under a General Service Administration (GSA) contract. The government will provide all materials and equipment necessary to perform the required tasks. The government will also pay travel costs for the AOARD consultant to and from the Asian region. All other travel costs will be covered by the contract. It is anticipated that travel will include approximately three to four US based trips per year for the in-house AFOSR consultant on an as needed basis. The proposed service North American Industry Classification System Codes (NAICS Codes) are 541511 Custom Computer Programming Services, 519120 Archives, 541990 All Other Professional, Scientific and Technical Services and 611430 Professional Development Training. Capability Statements are being solicited in response to this Sources Sought Synopsis. Respondents must include in their reply to this announcement a concise capability statement on no more than five double-spaced, single sided pages. Respondents who submit qualifications in response to this synopsis are requested to address experience relevant to the above described functions, to include experience in similar programs, familiarity with issues related to conducting science and engineering, as well as the international implications, cost accounting and financial management systems adequate to track costs, ability to issue honorariums to speakers, database management capabilities to gather and maintain data, and other resources necessary to support a program of this type. If and where appropriate, request respondents designate applicable GSA schedule or schedules they plan to use to meet these requirements. Respondents should identify if they are a small disadvantaged business based on the above NAICS codes. Reference to past customers for similar services must include organization name, point of contact name and telephone number. Capability statements will be screened to identify qualified sources. This synopsis does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
