Description
The U.S. Army at ARDEC Picatinny Arsenal has a requirement for Earned Value Management support services to successfully implement an Earned Value Management System (EVMS) and award fee coordination for the XM307 program during its System Development and Demonstration phase to support PM Soldier Weapons (PMSW). An EVMS is used to determine that a contractor?s cost/schedule management system is able to provide the Government PM with accurate data to monitor execution of their program. The contractor will review and analyze the development contractor?s EVMS data submitted in CPR formats 1, 3 and 5 provided on a monthly basis. The contractor shall analyze the data using wInsight and C/S Glue software and prepare a monthly report on the development contractor?s EVMS performance. The contractor shall coordinate and ensure award fee evaluations of program management, deliverables, technical performance and cost savings categories for the ACSW SDD and subsequent contracts will be completed within two months after the end of each evaluation period. The contractor shall also coordinate, prepare and conduct a midpoint review for each evaluation period. The contractor shall coordinate and prepare award fee criteria changes to be completed 30 days prior to the start of the next award fee period. In addition to EVMS and award fee coordination, the contractor shall maintain the Program Office Estimate and update as needed. The contractor shall also provide support for funding drills and taskers on an as needed basis. The contractor shall provide all necessary personnel, and services to successfully execute the services set forth under the requirement section in paragraph 3.0 of the Performance Statement of Work. The contractor shall in all cases be required to remain in close communication with Government personnel. A Non-Disclosure statement will be required to be signed by the offeror(s) receiving an award. This RFP can be downloaded from the following website; http://www.procnet.pica.army.mil on/or about 23 June 2004. The Government intends to award this contract on a competitive, best value basis. It is anticipated that the resulting contract will be firm fixed price, level of effort contract with four option years. Numbered Note 25 applies to this announcement.
