Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity (USAMRAA) has a request for proposals under W81XWH-04-T-0521. A firm fixed-price contract with a base year and four options. The soli citation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. The solicitation is unrestricted and is associated with NAICS code 325120. Statement of Work is as follows: The Armed Forces Institute of Pathology (AFIP) in Walter Reed Medical Center, a DoD laboratory, has a requirement to purchase the following: The type of gas is Liquid Argon Refrigerated, High Purity (99.997 Air). AFIP performs screening and fo llow up testing for depleted uranium and other trace metals. For the analysis we are using inductively couples plasma mass spectrometry, atomic absorption spectrometry and inductively couple plasma atomic emission spectrometry. All of the above techniques use argon gas derived from high purity (99.997% Air) liquid argon tanks. Due to the quick evaporation of the gas, we can not maintain too many cylinders in the cage. However, it is essential to have the argon gas available at all times which will result on the instrument to go down less times and thus increased analysis time. Please note that all gas delivery must be prompt and must have a quick response time (turn around time) of 4 days or less. A government credit card (Visa) will be used to order the gas. Therefore, the awardee must be able to accept the government credit card. The gas cylinders/tanks owned by the government are to be picked up and delivered from and to Armed Forces Institute of Pathology 16th Street N.W., Bldg # 54 (Rear Loading D ock) Washington, DC 20306. The pick ups and deliveries shall take place between the hours of 7:30 AM and 4:30 PM. AFIP will order minimum 2 tanks weekly not to exceed 7 tanks a month and no more than 80 tanks a year. When the first initial order of the contract is placed, a Materiel Safety Data Sheet (MSDS) shall accompany the cylinders. The supplier must provide a certification of high purity with all tanks ordered. The cylinders/tanks size 160 is to be used for refilling. Additional nozzles and markin gs are not required. The Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition. There are no addendments to this clause. The FAR clause 52.212-2 Evaluation-Commercial Items is applicable and is in cluded as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The follo wing factors shall be used to evaluate offers and are included in the relative order of importance: Technical Evaluation and Past Performance are equal and are more important than price. All offerors must include a completed copy of the provisions at FAR 52.212-3, Offerors Representation and Certifications-Commercial Items. Far 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquistion and there are no addendments. FAR 52.212-5 Contract Terms and Conditions, Required to Implement S tatues or Executive Orders-Commercial items applies to this acquisition and the following clauses are applicable to this acquisition: 52.222.21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity, 52.232-33 Payment by Electronic Funds Transf er-Central Contractor Registration, 52.211-16 Variation in Quantity. There are no additional contract requirements or terms and conditions determined by the contracting officer to be necessary for this acquisitiion and consistent with customary commercial practices. All offers are due by 2:00 p.m. on 22 June 2004 at USAMRAA, Attn: MCMR-AAA-R, 820 Chandler Street, Fort Detrick, MD 21702-5014.
