Description
Contractor to furnish all labor, materials and equipment required for the construction of an employee apartment building at both the Mammoth Hot Springs and the Old Faithful Residential Employee Areas of Yellowstone National Park. The single-story buildings will have 8 apartments, one of which is an ADA unit. The buildings are to be complete on concrete foundation crawlspaces. Each apartment has a bathroom, a bedroom, a livingroom, and a kitchen. A common laundry room, mechanical room, storage unit, and a large front porch are also included. The garages are not included. The exterior of the buildings are to be painted fibrous cement lap siding with a standing seam metal roof. The buildings are designed so that they are suitable for modular or conventional construction. It is anticipated that one contract will be awarded for both buildings. Construction is anticipated to begin in the late summer of 2004. Completion time is planned for approximately November 1, 2005. The estimated range is $1,000,000 to $5,000,000 for both buildings. The combination of the following factors, listed in descending order of importance, are considered significantly more important than price and will be used to determine the contractor's level of capability. 1) The offeror's demonstrated capability and qualifications, past performance, knowledge and experience to meet the specifications that include such specialties as: the installation of large roof trusses; the installation of significant quantities of reinforced concrete, lumber and sheetrock; standing seam metal roofing on long steep roof, complex hydronic baseboard radiant heat systems and controls; electronic fire detection systems; fire sprinkler systems; and electrical telephone and satellite TV systems. 2) The offeror's history and key personnel demonstrated qualifications, past performance, knowledge and experience in construction project management of complex multi-family or similar buildings. Also included are key personnel training and references. 3) The offeror's demonstrated capability and qualifications, past performance, knowledge and experience in the construction of complex multi-family or similar buildings in remote locations. Included are mountainous varied weather conditions, limited construction season windows and limited access. 4) The offeror's proposed work plan, safety policies, quality control policies and projected ability to meet the Government's construction schedule. 5) The offeror's provided experience record documenting the five most recent successful projects with specific application to complex multi-family or similar building construction. Also included are references asserting this documentation. The solicitation document will be available both electronically and in hard copy on or about July 1, 2004. The plans and specifications will not be posted electronically but will be provided on a CD disc. Requests for the solicitation must be in writing.
