- PreSolicitation Notice for Onyx Image Generator Computer Upgrade & Multi-Function Cubical Visual System for the Royal Saudi Naval Force?s (RSNF) Full Mission Bridge Trainer (FMBT) The Naval Air Systems Command, (NAVAIR) Training Systems Division Orlando intends to issue a Firm Fixed Price (FFP) type contract on a sole source basis to Computer Sciences Corporation (CSC) ? Defense Engineering Services Division, Washington, DC for system upgrade and engineering support to the RSNF FMBT. The Government requirements consist of replacing the current Onyx image generators with PC based image generators, procurement of a multi-functional cubical visual system, and along with the procurement of these two systems, NAVAIR intends to procure training for the installation of these systems. The FMBT currently is located on the King Abdul Aziz Naval Base in Jubail, Kingdom of Saudi Arabia, but training will be provided in the United States, with follow-on technical assistance if required. The Government anticipates awarding this contract sometime before January 2005. CSC is the only contractor that currently has the design and technical data knowledge to provide the upgrade, visual system and training for the FMBT trainer, and procurement of another design/development effort would not be cost effective for the Government. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. See Number Note 22.
