- NOTICE OF INTENT TO NEGOTIATE ON A SOLE SOURCE BASIS WITH NITTANY SCIENTIFIC INC, RIVERTON, UT, FOR THE FOLLOWING: (1) UWB ELEVATION BEAMWIDTH ANTENNA, P/N NSI-0WH18 OMNI, QTY 1 EA; (2) BEAM SHARPENING DIRECTIONAL UWB ANTENNA, P/N NSI-TR150, QTY 2 PR. REQUIRED DELLIVERY DATE IS 1 AUG 04. ITEMS ARE TO BE INTEGRATED, OPTIMIZED AND VALIDATED IN AN EXISTING US NAVY SUBSURFACE ULTRAWIDEBAND INFORMATION WARFARE SYSTEM IN SUPPORT OF THE NAVAL POSTGRADUATE SCHOOL MISSION. MINIMUM REQUIREMENTS--ITEM (1): THE ANTENNA MUST HAVE BOTH OMNIDIRECTIONAL RECEPTION (AS WELL AS TRANSMIT CAPABILITY) IN THE HORIZONTAL PLANE AND HIGH GAIN (8 DBI, INCREASING WITH FREQUENCY AT 5DB PER DECADE), MINIMUM GAIN OF 3 DBI AT 1 GHZ, INTEGRAL FEED SYSTEM REQUIRING NO INTERNAL/EXTERNAL BALUNS, MINIMUM POWER HANDLING CAPABILITY OF 100 W, 50 OHM INPUT IMPEDANCE, COMPACT SIZE (NO GROUND PLANE, BALUN OR IMPEDAN CE TRANSFORMER, MAXIMUM HEIGHT IS 16?), ULTRAWIDEBAND FREQUENCY RANGE (100 MHZ TO 18 GHZ IN A SINGLE UNIT), CONSISTENT SENSITIVITY AND BROAD ELEVATION BEAMWIDTH, PROVIDING ANTENNA BEAM STABILIZATION TO COMPENSATE FOR THE PLATFORM MOTION INHERENT IN USE AT SEA (ANGLES OF PITCH AND ROLL). THE ANTENNA MUST HAVE LOW VISUAL SIGNATURE AND RADAR CROSS SECTION (RCS), WITH A CONSIDERABLE RUGGEDIZATION TO MAINTAIN RECEIVE PERFORMANCE AND RELATED SIGNAL CAPABILITIES UNDER ENVIRONMENTAL CHALLENGES INCLUDING VIBRATION, SHOCK, TEMPERATURE, ETC. IT MUST MEET THE REQUIREMENT FOR VOLTAGE STANDING WAVE RATIO (VSWR) < 3 CRITERION AT THE TARGET FREQUENCIES, VSWR < 2 (BETTER THAN 90% EFFICIENCY) FROM 180 MHZ TO 10 GHZ, AND MIL-SPEC ANCHORS. ITEM (2): THE ANTENNA PAIR MUST PROVIDE THE CAPABILITY TO TRANSMIT AND RECEIVE A WIDE VARIETY OF SIGNALS AT INCREASED DISTANCE, TO DETECT THE PRESENCE OF ADVERSARY SIGNALS SUCH AS FMCW RADARS. PERFORMANCE REQUIREMENTS INCLUDE HIGH PEAK GAIN (INCREASING AS FREQUENCY INCREASES), AT APPROXIMATELY 11 DB PER DECADE, HIGH DIRECTIVITY, MINIMUM GAIN OF 7 DBI AT 1 GHZ , 50 OHM INPUT IMPEDANCE, LOW RADAR CROSS SECTION (RCS)/LOW PROBABILITY OF DETECTION, NEARLY CONSTANT EFFECTIVE APERTURE AND SENSITIVITY, VERY HIGH BANDWIDTH (ULTRAWIDEBAND TRANSMIT AND RECEIVE, FROM ABOUT 150 MHZ TO 16 GHZ IN EACH COMPONENT), CONSTANT HIGH POWER ON TARGET AT 100 W, LOW LOSS, PORTABILITY (MINIMUM OF LESS THAN 13? IN HEIGHT, DIAMETER LESS THAN 6?, LESS THAN 30 LBS IN WEIGHT, NO PERIPHERALS SUCH AS BALUNS OR IMPEDANCE TRANSFORMERS REQUIRED) AND RUGGEDNESS, UNDER ENVIRONMENTAL CHALLENGES INCLUDING PLATFORM MOVEMENT/ROLL, SHOCK, AND TEMPERATURE FROM -80 TO +150 DEGREES. IT MUSTINCLUDE NARROW BEAMWIDTH, WHICH BECOMES SHARPER AS THE FREQUENCY INCREASES (BEAM SHA RPENING CAPABILITY) AND HIGH EFFICIENCY, MEETING VOLTAGE STANDING WAVE RATIO (VSWR) < 3 CRITERION THROUGHOUT THE TARGET FREQUENCY RANGE UP TO 16 GHZ (FROM THE LOW END OF APPROXIMATELY 150 MHZ). NITTANY IS THE ORIGINAL EQUIPMENT MANUFACTURER OF THE EXISTING SYSTEM. NITTANY IS THE ONLY KNOWN SOURCE THAT MAKES THE REQUIRED EQUIPMENT. REQUEST FOR ORAL QUOTATION BEING UTILIZED. ANTICIPATE FFP.
