The broad goals of the initiative are to leverage science and technology investments, particularly in the areas of intelligence and surveillance, made by the CIA and the Department of the Navy. This effort is for assistance in defining what those technologies are and to assist in the implementation and execution of this collaboration between the CIA and the Department of the Navy. c.
