Description
Amendment 01 to Solicitation N00014-04-R-0016: 1. Please revise Paragraph 2 entitled ?Proposal Submission? under Section V. entitled ?Proposal Requirements? to read as follows: 2. Proposal Submission: The due date for submission of proposals for this solicitation is 4:00 p.m. (Washington D.C. local time) on 22 Jun 2004. Proposals can be: (1) faxed to Stephen Heath at (703) 696-0993 or (2) sent electronically to the following E-mail address ?heaths@onr.navy.mil? providing that the file contains an authorized signature of the offeror or (3) mailed/hand delivered to the Office of Naval Research, Attn: Stephen Heath, ONR 0252, Ballston Tower One, 800 North Quincy Street, Arlington, VA 22217-5660. 2. The following are answers to questions that have been submitted from potential offerors in response to this solicitation. a. Is there an incumbent? Answer: No. b. Is there any information on the CIA-Navy special initiative available for review by potential offerors? Answer: There is a distinctive relationship between the CIA and the U.S. Navy based upon similar missions and deployment areas. Both organizations are concerned with intelligence and surveillance operations. In addition, both organizations are challenged by the growing threat of international terrorism; international illegal arms and drug trafficking; etc. Hence, there must be an enduring and growing cooperation between the two organizations. The CIA-Navy special initiative currently is in the stages of being developed and defined. The broad goals of the initiative are to leverage science and technology investments, particularly in the areas of intelligence and surveillance, made by the CIA and the Department of the Navy. This effort is for assistance in defining what those technologies are and to assist in the implementation and execution of this collaboration between the CIA and the Department of the Navy. c. Is this solicitation for a small business with revenues under $6 million? Answer: This effort is 100% Set-aside for small business under NAICS Code 541990 with a size standard of $6 million. d. Is there a security requirement for the proposed person(s)? Answer: Yes, the solicitation specifically states that the proposed personnel must possess a Clearance at the Secret Level. e. How many persons does ONR anticipate placing on this contract (purchase order)? Answer: ONR anticipates issuing a single award for a level of effort of 576 hours. There is no pre-disposition as to the number of employees that may be required to meet these needs, only to the level of effort and the qualifications proposed personnel should possess.
