- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. This procurement is a total small business set-aside. See Note 1. This notice is being issued as a Request for Offer(RFO) for: Item 1) Two (2) modified 1090 Extended Squitter (ES) transmit and receive hardware in compliance with DO-260A specifications, Item 2) Software Modifications of two (2) NASA owned 1090ES transmit and receive hardware in compliance with DO-260A Specifications including contractor support for a preliminary design review and acceptance test and Item 3)Contractor support for 1090ES Flight Testing to be performed on-site at NASA Glenn Research Center (GRC) on or before June 30, 2005. The Weather Information Communication (WINCOMM) project's requirement for testing 1090ES in a realistic aviation environment make it necessary to purchase equipment which is compliant with Radio Technical Commission for Aeronautics (RTCA) DO-260A specifications. The Contractor shall perform the modification to the 1090 ES Transmit and Receive Hardware task in accordance with the following specifications: The Contractor shall provide NASA-GRC with modified 1090ES transmit and receive hardware for conducting 1090ES performance testing for the WINCOMM project. Tests shall be conducted using 1090ES, under realistic aviation communication traffic scenarios in both a laboratory and flight environment. Flight testing shall be conducted using the operational 1090MHz FAA frequency. Task Description The Contractor shall assemble, test, and deliver two (2) sets of 1090ES transmit and receive hardware and associated software in compliance with DO-260A specifications to NASA-GRC. In order to maintain compatibility with the modified 1090ES transmit equipment, the Contractor shall modify the two (2) NASA owned 1090ES (Government Furnished Equipment) transmit equipment for sending the required turbulent alert messages. The contractor shall support NASA GRC laboratory and flight testing of the 1090ES transmit and receive equipment. The 1090ES receiver shall be assembled into a 19? equipment rack, supplied by NASA GRC. The Contractor shall provide a computer and/or software for interfacing to the 1090ES receiver during laboratory testing. The 1090ES equipment shall include the following functionality: Interface with the NASA supplied turbulence processor emulator. Transmit via RF turbulence packets received from the turbulence processor emulator within an ADS-B message. Receive, process, and forward all ADS-B messages to a logging/processing computer. Schedule NASA GRC will deliver two (2) NASA-owned Honeywell KT-73 1090 transponders to the contractor designated facility within fourteen (14) days after the contractors receipt of order. NASA GRC will deliver two (2) NASA-owned 19? equipment racks to the contractor designated facility within fourteen (14) days after the contractors receipt of order. NASA GRC will deliver a computer and/or software to emulate the output of the turbulence processing computer within fourteen (14) days after the contractors receipt of order. The contractor shall support a Preliminary Design Review (PDR) of modification to the 1090ES equipment at NASA GRC within thirty (30) days after receipt of order. The requirements for the PDR are to review the modifications of the 1090ES equipment as it relates to meeting the functionality listed in the SOW, to be held at NASA-GRC. The PDR shall be supported by two staff members, on a mutually agreed upon date, Monday thru Friday between 8AM and 5PM on non-government holidays. The contractor shall host an acceptance test of the 1090ES transmit and receive hardware and associated software at the contractors facility on or before three (3) months after receipt of order. The acceptance test, conducted at the contractors facility, will be witnessed by the Contracting Officers Technical Representative (COTR) to verify the turbulence alert message sent into the transmitter is successfully transferred to the receiver via RF and forwarded to a display device, according to the functionality outlined in the SOW and as agreed upon at the PDR. The acceptance test shall be supported by two staff members, on a mutually agreed upon date, Monday thru Friday between 8AM and 5PM on non-government holidays. The modified 1090ES transmit and receive hardware will be delivered to NASA GRC on or before four (4) months after receipt of order. The contractor will support three (3) weeks of 1090ES flight tests, which will be conducted on or before June 30, 2005, on-site at NASA GRC in Cleveland, Ohio.Contractor support shall be supported by two staff members, on a mutually agreed upon date, Monday thru Friday between 8AM and 5PM on non-government holidays. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The provisions and clauses in the RFQ are those in effect through FAC 01-21. The NAIC code is 334511 and the small business size standard for this procurement is 750 employees. Delivery to NASA Glenn Research Center is required four (4) months after receipt of order. Delivery shall be FOB Destination.The DPAS rating for this procurement is DO-C9. Offers for the item(s) desribed above are due by June 27, 2004, 4:30 P.M. GRC local time and may be mailed to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, and include solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), Cage Code, taxpayer identification number(TIN) and other Representations and Certifications (52.212-3), identification of any special commercial terms, description of items offered per 52.212-1 and as modified, and be signed by an authorized company representative. A copy of a published price list, catalogue price or computer page printout showing the price for Items 1 thru 3 may also be included if desired. (Note, the Contracting Officer may request this information if only 1 offeror provides a proposal). Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation. Faxed offers are not acceptable. Offerors shall provide the information required by FAR 52.212-1(Jan 2004), Instructions of Offerors-Commercial which is incorporated by reference. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offeror shall so state and shall list the country of origin. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. Other critical requirements (i.e. delivery) if so stated in the solicitation and best value will also be considered. Unless otherwise stated in the solicitation, for selection purposes technical merit, total price and past performance are essentially equal in importance. Best value will be an important consideration in selection. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product offered meets the Government's requirement (see technical requirements above) and any best value criteria the offeror wishes to address. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b) and its amendment above). Best Value Criteria (BVC): The following will be BVC considerations: 1. An offeror having significant expertise in 1090 Extended Squitter transmit and receive hardware in an operational environment and compliance with RTCA DO-260A specifications.
