BROWN PER THE INSTRUCTIONS BELOW WILL BE CONTACTED WITH THE RESULTS OF HIS EVALUATION. ALL VENDORS WILL BE NOTIFIED VIA WWW.FEDBIZOPPS.GOV AND WWW.FEDBID.COM WHEN THE AUCTION COMPETITION WILL BEGIN AND END WHICH WILL BE AFTER THE TECHNICAL EVALUATION STEP HAS BEEN COMPLETED. **PLEASE DIRECT ALL QUESTIONS TO (877)9fedbid OR MS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The reference number is 1069-4Z3229 and is issued as a request for quotation (RFQ). We anticipate award for this purchase order to be on or before JUNE 30, 2004. The government plans to award a commercial item purchase order to the bidder with the most advantageous bid to the government based on the two (2) Step Competition process outlined in this synopsis. The U.S. Department of State, requires DIGITAL VIDEO RECORDERS BRAND NAME OR EQUAL TO : LINE ITEM 001: AMERICAN DYNAMICS INTELLEX SENSORMATIC DIGITAL VIDEO RECORDER (DVR), MODEL # D60031D-480, PART # RTVR 909 QTY 100 EA. To be considered for evaluation for award on 1069-4Z3229, a vender¡¯s DVR MUST: 1) Meet ALL of the minimal specifications stated below AND, 2) Currently be in commercial production AND, 3) Must be able to deliver QTY 100 EA of approved DVR within 90 days after receipt of PO. Minimum Specifications: *AC Input: 110/220V, 50/60Hz, manually switchable *19¡± Rack mountable *At least 1 SVGA output *16 Passive BNC looping composite video outputs *16 programmable polarity alarm inputs (NC/NO) *16 alarm outputs *At least 2 Real-time composite BNC spot/multiscreen video outputs *Integrated, removable, bulkhead for BNC and alarm inputs/outputs *Network capable 10/100 Ethernet *Parallel printer port *Fully compatible with C¡ñCURE 800/8000 access control and security management software *CD/RW or DVD/RW for exporting video *Minimum of 480GB internal hard drive storage *Ability to record 16 cameras at 7.5 IPS per camera simultaneously *Ability to store images of 16 cameras at 7.5 IPS per camera, with a minimum 640 x 240 pixel full screen resolution, and using internal storage only (i.e. no external drives, raid arrays, etc.) for a minimum of 14 days *Ability to adjust IPS on a per camera (channel) basis *Ability to automatically adjust IPS, on alarm, on a per camera (channel) basis *Ability to automatically write to CD/RW or DVD/RW, on alarm, on a per camera (channel) basis w/adjustable alarm recording rate with pre-event video *Ability to adjust image quality (this is in addition to the IPS requirement) *Linear and circular selectable recording *Ability to quickly search all stored images for movement in a user defined area *Auto reboot to record mode in event of power loss *Industry standard expansion port for additional external storage *Stable and reliable operating system *Security password features to limit user ability to configure system *User-friendly controls *Product support for 5-7 years *3 Year warranty Desired Features: *AC Input: 110/220V, 50/60Hz, auto-sensing Hot swappable internal hard drives *Internal hard drive storage greater than 480GB *Ability to store images for 16 cameras for greater than 14 days with recording parameters above STEP 1: TECHNICAL EVALUATION: All potential offerors shall submit technical specifications of their product for review and evaluation prior to submitting bids. The U.S. Department of State, Technical Development Branch will be accepting and evaluating technical specifications of vendor¡¯s DVR from 8:00am ¨C 5:00pm local time, June 07,2004 through June 11, 2004. Mr. Brown will notify offerors via email or fax if their product is acceptable/unacceptable no later than 5:00 p.m. local time 11 June 2004. Offerors whose products do not meet minimum specifications after being technically evaluated will not be permitted to participate in STEP 2, the pricing competition which will be a Reverse Auction. The Reverse Auction will be conducted by FedBid.com beginning June 14, 2004 at 1000 EST on and closing on the same day at 1600 EST.. STEP 2: REVERSE AUCTION: The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All part numbers and functional specifications are provided on FedBid.com. Participants will submit a series of quotes, which descend in price during the specified period of time. All responsible sources MUST submit a quote/offer to the US State Department using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on line for 1069-4Z3229. Offerors that are not currently registered to use FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID or via email at ClientServices@FedBid.com. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on MONDAY, JUNE 14, 2004 at 1000 ET, and end on MONDAY, JUNE 14 2004 at 1600 ET. NOTE: Offerors quoting the product that are not the manufacturer or an authorized distributor of the brand name product MUST submit a signed letter from the manufacturer of the brand name product stating the following: ¡°MANUFACTURER, has agreed to supply brand name product to YOUR COMPANY for the purpose of providing the supplies to the DoS.¡± Letter MUST be on the manufacturers company letterhead and submitted to FedBid¡¯[s Clientservices division prior to the closing date. This must be provided in order to be considered for award. NO EXCEPTIONS. After award, the selected contractor must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. The selected offeror MUST submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items. FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition. The following provisions in the Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision.
