- Source/Origin Code: 000 (Code definitions may be referenced in ADS 310, subsection 310.5.1a. The U.S. Agency for International Development (USAID) is seeking proposals from qualified U.S. firms interested in providing the technical assistance for Integrated Water and Coastal Resources Management (IWRCM) worldwide. Only qualified U.S. firms can compete for the prime contract. Multiple Awards. The U. S. Government anticipates awarding up to four (4) unrestricted contracts and two (2) set-asides to small and/or disadvantaged businesses as a result of this Solicitation. The Agency reserves the right to award more or less awards than the anticipated number of contracts stated above. USAID anticipates that the aggregate ceiling of all contracts will be $2.0 billion over the five-year ordering period. Each successful contractor will be eligible to compete on all task orders until the shared ceiling for all contracts is reached. There is no guarantee on the number of contracts awarded, the number of task orders that any one firm will receive, or the amount of money each firm is entitled to beyond the minimum monetary amount stated in the RFP. The NAICS Code for this procurement is 541611. Proposed subcontractors may be included in more than one prime-subcontractor relationship. An offeror submitting a proposal as a prime in response to this solicitation may NOT be proposed as a subcontractor under another offeror (under the same RFP). If so, the offeror will only be considered as a prime and experience and other information submitted for its proposed role, as a subcontractor, will not be evaluated. Issuance of this solicitation does not constitute an award commitment on the part of the Government nor does it commit the Government to pay for the costs incurred in the submission of a proposal. No phone requests will be accepted, no solicitation will be available for pick-up and no walk-ins will be allowed. USAID will not acknowledge RFP questions submitted orally, rather USAID will answer offeror?s written questions in an amendment. FedBizOpps Bidders List. The Interested Vendors list module on FedBizOpps, allows vendors to register their interest in bidding on a solicitation posted on FedBizOpps. Offeror's are encouraged to access this module for potential teaming and/or subcontracting opportunities. Proposals must be received no later than 11:00 a.m. local time, July 16, 2004. See Instructions in Section L of the RFP for specifics.
